TITLE
Approval of Resolution 2024-27; Updating the Community Development Fee Schedule
SUMMARY
The attached proposed fee schedule presents several minor changes. The first of
these changes is to clarify the costs associated with after-hours inspections and "after
the fact" permit fee costs. The proposed changes also include RV/trailer/boat parking
permit fees and golf cart registration fees as well as correcting several typos. An
additional note has also been added that clarifies that fees from fire reviews and
inspections are separate from the fees on the City's fee schedule.

RECOMMENDATION
Staff recommends that the City Commission approve Resolution 2024-27 updating the
Community Development Fee Schedule.

RESOLUTION NO. 2024-27
A RESOLUTION OF THE CITY COMMISSION OF WINTER
SPRINGS, FLORIDA AMENDING THE FEES ASSOCIATED
WITH PLANNING, ZONING, AND BUILDING PERMITS AND
OTHER RELATED ACTIVITIES; PROVIDING FOR THE
REPEAL OF PRIOR INCONSISTENT RESOLUTIONS;
SEVERABILITY; AND AN EFFECTIVE DATE.
WHEREAS, the City Commission desires to revise the fees for Planning, Zoning, and Building
permits and related activities; and
WHEREAS, the City Commission finds that this Resolution is in the best interests of the public
health, safety, and welfare of the citizens of Winter Springs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF WINTER
SPRINGS, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The following recitals are true and correct and hereby fully incorporated
herein by this reference as part of this resolution.
Section 2. Fees Established. The City Commission hereby adopts the fee schedule set forth in
Exhibit “A,” attached hereto and fully incorporated herein by this reference. The fees set forth in Exhibit
“A” shall become effective immediately upon adoption of this Resolution by the City Commission.
Section 3. Repeal of Prior Inconsistent Resolutions. All prior inconsistent resolutions adopted
by the City Commission, or parts of prior resolutions in conflict herewith, are hereby repealed to the
extent of the conflict.
Section 4. Severability. If any section, subsection, sentence, clause, phrase, word, or portion of
this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction,
such portion shall be deemed a separate, distinct, and independent provision and such holding shall not
affect the validity of the remaining portion hereto.
Section 5. Effective date. This Resolution shall become effective immediately upon adoption by
the City Commission.
RESOLVED by the City Commission of the City of Winter Springs, Florida in a regular
Commission meeting assembled on the _____ day of October, 2024.

** The City of Winter Springs reserves the right to utilize a third-party consultant for review of all or a
portion of any application related to the items listed in the Planning and Zoning Fee Schedule including,
but not limited to, reviews requiring technical assistance or extensive expertise in a particular subject
matter. The applicant will be notified of the decision to utilize a third-party consultant. An estimate of the
third-party consultant’s fees will be provided to the applicant and paid prior to commencement of the
review by the consultant. If the estimate related to the task is exceeded due to unforeseen complexity
related to the review or additional reviews necessitated by changes to the application, the applicant will
be responsible for the additional costs.
*** Tree protection, removal, and replacement is regulated by Chapter 5 of the City Code and may involve
additional requirements and fees beyond those identified in this schedule.
**** Fire permit and inspection fees are separate from this schedule. Contact Seminole County Fire
Department with questions.
