HomeMy WebLinkAbout2024 09 23 Public Hearing 400 - Final Millage Rate FY 2024-2025 Resolution 2024-18PUBLIC HEARINGS AGENDA ITEM 400 CITY COMMISSION AGENDA | SEPTEMBER 23, 2024 REGULAR MEETING TITLE Final Millage Rate for Fiscal Year 2024 - 2025 SUMMARY On September 9, 2024 the City Commission adopted a tentative operating millage rate of 2.6200 mills. Tonight, the Commission will set the final operating millage rate which cannot exceed the tentative operating millage rate. The decision to levy an operating millage rate of 2.6200 mills as opposed to the rolled- back rate of 2.2394 mills will result in additional ad valorem General Fund revenue of $1,368,551 (net of statutory discount). FUNDING SOURCE RECOMMENDATION Staff recommends the City Commission adopt Resolution 2024-18, establishing the Final Operating Millage Rate for Fiscal Year 2024 - 2025 for the City of Winter Springs at 2.6200 mills which is 17.00% more than the rolled back rate of 2.2394 mills. A 'sample' motion which includes the necessary elements for statutory compliance is as follows: I move to approve Resolution 2024-18 establishing the Final Fiscal Year 2024-2025 operating millage rate for the City of Winter Springs at 2.6200 mills and publicly announce that the final operating millage rate of 2.6200 mills is 17.00% greater than the computed rolled-back rate of 2.2394 mills. 421 City of Winter Springs, Florida Resolution 2024-18 Page 1of 2 RESOLUTION 2024-18 A RESOLUTION OF THE CITY COMMISSION OF WINTER SPRINGS, FLORIDA, ADOPTING THE FINAL OPERATING MILLAGE RATE FOR THE CITY OF WINTER SPRINGS FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2024 AND ENDING ON SEPTEMBER 30, 2025; ANNOUNCING THE PERCENTAGE BY WHICH THE FINAL OPERATING MILLAGE RATE IS MORE THAN THE ROLLED-BACK RATE; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF PRIOR INCONSISTENT RESOLUTIONS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of Winter Springs of Seminole County, Florida, on September 23, 2024, adopted Fiscal Year 2024-2025 Final Millage Rate following a public hearing as required by Florida Statute 200.065; WHEREAS, the City Commission of Winter Springs of Seminole County, Florida, held a public hearing as required by Florida Statute 200.065; WHEREAS, the gross taxable value for operating purposes not exempt from taxation within Seminole County has been certified by the Seminole County Property Appraiser to the City of Winter Springs on line 4 of the DR420 as $3,745,597,673; WHEREAS, the City Commission of Winter Springs desires to adopt the final operating millage rate and publicly announce the percent, if any, by which the final operating millage rate is more than or less than the rolled-back rate; and WHEREAS, the City Commission of Winter Springs deems that this Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter Springs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS: S Section 1. I ncorporation of Rec itals. The foregoing recitals are deemed true and correct and are hereby fully incorporated by this reference. Section 2. Fi n a l Mi ll a g e . The City Commission adopts its final operating millage rate of 2.6200 mills for the fiscal year commencing October 1, 2024 and ending September 30, 2025. Section 3. R o l l e d - b a c k R a t e . The final operating millage rate of 2.6200 mills is 17.00% more than the computed rolled-back rate of 2.2394 mills. 422 City of Winter Springs, Florida Resolution 2024-18 Page 2of 2 Section 4. Submissions. Within three (3) days of the date of this Resolution, the Finance Director shall forward the Resolution adopting the final millage rate to the Seminole County Property Appraiser and the Seminole County Tax Collector. Section 5. Cert if icatio n of Compli ance. Within thirty (30) days of the date of this Resolution, the Finance Director shall certify compliance with Chapter 200, Florida Statutes by causing the Certification of Compliance, along with all necessary documentation, to be sent to the Property Tax Administration of the Department of Revenue. Se ction 6. Repeal of Pr io r Inconsistent Resolutions. All prior resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of the conflict. Section 7. Severabi lity. If any section, subsection, sentence, clause, phrase, word, or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 8. Eff ectiv e Date. This Resolution shall become effective immediately upon adoption by the City Commission of the City of Winter Springs, Florida.
