CITY COMMISSION AGENDA | SEPTEMBER 9, 2024 REGULAR MEETING
TITLE
Tentative Millage Rate for Fiscal Year 2024-2025 and Related Advertising
SUMMARY
The City Manager is requesting that the City Commission hold a Public Hearing relative to
the approval of Resolution 2024-16, which establishes the Tentative Operating Millage Rate
for Fiscal Year 2024-2025 for the City of Winter Springs. The proposed operating millage
rate established by the Commission on July 15th, 2024 (millage cap) was set at 2.6200 mills
as submitted on the DR-420. The proposed operating millage rate is 17% greater than the
computed aggregate rolled-back rate of 2.2394 mills. It is recommended the tentative
operating rate not vary from the proposed millage rate of 2.6200 mills as opposed to the
rolled-back rate of 2.2394 mills that will result in additional ad valorem General Fund
revenue of $1,368,551 (net of statutory discount). Any subsequent revisions by the City
Commission to the tentative millage rates and/or the tentative budget will be reflected in
the Final Millage and Final Budget Hearings scheduled for September 23rd at 6:30 p.m.
However, the tentative operating millage rate that is established cannot be exceeded at the
final hearing. As such, it is recommended that the City Commission set the tentative
operating millage rate equivalent to the proposed operating millage cap of 2.6200 mills. The
City Commission may reduce the operating millage rate at the final hearing.
