TITLE
Reconstruction of TLBD South Fountain
SUMMARY
In June of 2023 there was a catastrophic failure in the existing fountain basin which caused
it to crack and drain rendering it inoperable. Following the failure staff began procuring
subject matter experts to diagnose cause of failure; this diagnosis included the following:
Dewatering of site
Core samples
Reconstruction engineering based on findings
Once staff received engineered drawings ITB #05-24-02 LH was generated to procure
construction services for repairs. There were no responses to the ITB. Staff was able to
obtain quotes by calling qualified construction companies directly to request proposals.
After proposals were received the information for cost was presented to the TLBD board for
consideration. The TLBD board recommended the city move forward with the repairs.
These repairs include; installing structural steel and pouring a new basin, replumbing, new
equipment vault, new pumps and new electrical. Total cost for these repairs is 274,508.00.
This total consists of proposed work from two different vendors. The proposed cost for
each vendor is $117,440.00 for Pump Repair Services Inc. and $157,068.00 for B&G Custom
Concrete. B&G Custom Concrete is requesting a 50% down payment in order to commence
work. For reference copies of each of the proposals have been attached to this agenda
item.
FUNDING SOURCE
The total cost of repairs is $274,508.00 of which $212,267.40 will be reimbursed to the
city via an insurance settlement. To date the city has received $169,814.40 from
insurance for the cost of reconstruction. An additional $42,453.60 is anticipated to be
received upon completion of construction. The remaining balance of $62,240.60 will
be covered through available fund balance in the Tuscawilla maintenance fund. No
monies from the city's general fund will be used for the project.
RECOMMENDATION
Staff recommends The City Commission approve expenditure of $274,508 to repair the
Tuscawilla south entrance fountain. Additionally staff recommends authorizing the Interim
City Manager and City Attorney prepare and execute any and all documents consistent with
this agenda item.

Tuscawilla falls and fountain rehab proposal: Pump systems
*Demo existing everl4hing outside of the pool area include water
lines, pumps, feeders, floats and all other misc equipment.
*Remove underground equipment vault for re-construction.
*Estimated time to a cornpleted, working pump system: l0-14 days*All water line connections should be accessible from the outside of
the pool area.
*We will need to use the VFD's as low water/ low pressure safety
features. The pool surface is being raised 6" leaving floats and/or
switches less than effective.
*All water lines / ditches wilt be dug to minimum 16" + deep and
have gravel packed bottoms up to required water line depth to avoid
sagging over time.
*All chlorine based pumps or flow-through chlorine distributors
should be located "outside" ofthe equipment vault to lessen the over
time rusting and/ or decay of newly installed equipment from
chlorine vapors.
*All /any chlorine based pumps, distributor's and / or chlorine
storage tanks and /or compartments should be installed outside of
the equipment vault. Pref'erably a chlorine / chemical pump and
storage tank to be located near the waterfall area.
*The chlorine iniection may be able to be installed in the supply line
to the water fall so the chlorine can be distributed equally in the
pool, the waterfall will mix the water and chlorine however, if a
circulating pump is used it should be installed outside of the
equipment vault.
*AlI equipment installed will be new and of industrial quality and
will have a 1 year manufacture warranty.
*We are not responsible for damage done to ground, grass, plants
ect. due to heavy or light duty equipment.

Small equipment rental/excavator and other necessary pieces such
as, trench plates, use for demo, ditches, recovery and re-installation
purposes, ect. include transport to and from thejob site.
*Remove and rebuild vault to like new condition.
Use 1/2" pressure treated plywood, cover with fiberglass and resin
3x's. Use inverted bolts, Build or rebuild hinged lid.
A new vault will take 3-4 months to receive from the date oforder.
To rebuild the existing vault will take 5-7 day's from time of
retrieval.
Vault will be equipped and re-installed with (2) ,20. Hp 600 - g00
GPM / 0 -100+ PSI centrifugal circulating / transfer pumps. One
pump will deliver for the fountains, the other for the water fall.
(2) 20 HP VFD pump controllers
(2) 5" butterfly type gate valves w / fitting packages
(2) 8-10" high speed dryer fans
(l) 85 GPM floated type sump pump in case of equipment leaks
(1) whole vault wiring harness il panel and individual equipment
breakers. Use existing power supply lines
Equipment accessones to plumb from pump's through the vault wall
(waterproofed) use IP steel fittings, extenders and bushings. Use
stainless bolt packages and chlorine resistant rubber gaskets

Provide and install SCH 40 (white) PVC piping of adequate
diameter from pool skimmers to 20 HP waterfall and fountain
pumps. Install retum lines of adequate diameter back to the pool
features. Include all miscellaneous fittings to create manifolds that
will provide equal suction and flow rate to discharge as needed from
each skimmer and/or return to feature's
Thejob site will be kept clean and free from hazardous situations.
All cut and/or unneeded material will be removed daily.
New or unused material will be neatly stacked in a designated area
and taped offas a restricted area.

SCOPE OF SERVICE TO INCLUDE:
Pressure wash interior of fountain with 4500PSI pressure wash
Chip away any loose material to interior of fountain
Acid wash interior of fountain
Apply bond coat to interior of fountain
Install rebar dowel rods, with epoxy, to interior floor and wall of fountain
Install rebar grid to freshly installed rebar dowel rods into interior of floor
and walls of fountain
Rabar grid is to be No. 3 rebar on 12inch centers
Pour and finish new interior floor and wall to existing fountain
o New fountain floor is to be 6 inches thick with 4000 PSI concrete
with commercial grade fiber
Install 3 new pool skimmers
Repour new coping around lower level of fountain
Install new red brick, as needed, to match existing fountain bricks
Apply bond coat to newly poured concrete floor
Apply new quarts finish to interior of fountain – Color: Super Blue
Clean area and leave in good order
B and G Concrete is responsible for all labor and materials
