HomeMy WebLinkAboutResolution 2024-16 Tentative Millage.pdfRESOLUTION 2024-16 A RESOLUTION OF THE CITY COMMISSION OF WINTER SPRINGS, FLORIDA, ADOPTING THE TENTATIVE OPERATING MILLAGE RATE FOR THE CITY OF WINTER SPRINGS FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 2024 AND ENDING ON SEPTEMBER 309 20256 ANNOUNCING THE PERCENTAGE BY WHICH THE TENTATIVE OPERATING MILLAGE RATE IS MORE THAN THE ROLLED -BACK RATE; PROVIDING FOR REPEAL OF PRIOR INCONSISTENT RESOLUTIONS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE, WHEREAS, the City Commission of the City of Winter Springs has held a public hearing on the tentative millage rates pursuant to Florida Statute 200.065, Sttbparagraph (c); WHEREAS, the City Commission of Winter Springs desires to adopt the tentative operating millage rate and publicly announce the percentage change by which the tentative proposed operating millage rate is more than the rolled -back rate; WHEREAS, the City Commission of the City of Winter Springs deems that this Resolution is in the best interest of the public health, safety, and welfare of the citizens of Winter Springs; and WHEREAS, the gross taxable value for operating purposes not exempt from taxation within Winter Springs has been certified by the Seminole County Property Appraiser to the City of Winter Springs on line 4 of the DR420 as $3,745,597,673, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS: Section 1. Recitals. The foregoing recitals are deemed true and correct and are hereby fully incorporated by this reference. Section 2. Tentative Milla�e. The City Commission adopts its tentative operating millage rate of 2.6200 for the fiscal year commencing October 1, 2024 and ending September 30, 2025. Section 3. Rolled -back Rate. The tentative operating millage rate of 2.6200 mills is more than the computed rolled -back rate of 2.2394 by 17.00%. Section 4. Advertisement. Within fifteen (15) days of the date of this Resolution, the Finance Department shall advertise in a newspaper of general circulation its intent to finally adopt the millage rates and budget and shall hold a public hearing to adopt the millage rates and finalize the budget not less than two (2) days or more than five (5) days after the date the advertisement is first published. All prior resolutions or parts of resolutions in conflict herewith are herebyrepealed to the extent of the conflict. Section 6. Severability. If any section, subsection, sentence, clause, phrase, word, or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 7. Effective Date. This Resolution shall become effective immediately upon adoption by the City Commission of the City of Winter Springs, Florida.
