SPECIAL MEETING MINUTES
MONDAY, JULY 22, 2024 AT 6:30 PM

CALL TO ORDER
Mayor Kevin McCann called the Special Meeting of Monday, July 22, 2024 of the City Commission to
order at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State
Road 434, Winter Springs, Florida 32708).
Roll Call:

Commissioner Victoria Bruce, present
Commissioner Ted Johnson, present via telephone
Commissioner Cade Resnick, present

Interim City Manager Phil Hursh, present
City Attorney Anthony Garganese, present
City Clerk Christian Gowan, present
Pastor Kyle Stewart provided the invocation which was followed by the Pledge of Allegiance.
Mayor McCann noted Rabbi Kaprow was interested in presenting to the Commission at the August
12th meeting regarding invocations. There was no objection. No changes were made to the agenda.
PUBLIC INPUT
Mayor McCann opened Public Input.
Mr. Art Gallo, 199 Nandina Terrace, Winter Springs noted his support for the proposed increased
millage rate, asked if millage were not raised that the Commission detail what services would be cut.
Ms. Gina Shafer, Winter Springs Village, Winter Springs noted increased water rates, asked that the
Commission take into consideration people on fixed income, prioritizing needs, longstanding issues
that needed to be addressed, and money spent trying to find a City Manager.
Ms. Leah Weisman, 113 Brookshire Court, Winter Springs asked questions about proposed
expenditures in the budget and thought there were areas for costs to be cut.
Mayor McCann closed Public Input.
REGULAR AGENDA
500) Budget Overview and Proposed Operating Millage Rate for Fiscal Year 2024-2025
Mayor McCann noted that all Commissioners had met with Staff to discuss their questions, discussed
the considerations to raise the millage rate, and provided information comparing the city’s rate to
cities in Seminole, Orange, Osceola, and Volusia Counties 1.
Discussion followed on increasing costs, the potential need for further annual millage increases, and
cuts required if the Commission were to lower the proposed millage.
Ms. Queen noted new information from the state and a reduction in anticipated revenue of roughly
$113,000 from the Municipal Revenue Sharing Program.
Further discussion followed on the penny sales tax and homestead exemptions which would appear
on the ballot and potential impacts these measures could have on the budget, the budget timeline

and further opportunities to discuss and make changes, and the anticipated completion date of the
audit.
Ms. Queen briefly reviewed the status of the audit and noted an anticipated completion of the audit
in 4-6 weeks.
"I MAKE A MOTION THAT THE CITY OF WINTER SPRINGS ADOPT RESOLUTION 2024-12 TO
ESTABLISH THE FISCAL YEAR 2025 PROPOSED OPERATING MILLAGE RATE AT 2.6200 MILLS AND
PUBLICLY ANNOUNCE THAT THE PROPOSED OPERATING MILLAGE RATE IS 17 PERCENT MORE
THAN THE COMPUTED ROLLED-BACK RATE OF 2.2394 MILLS AND ESTABLISH THE PUBLIC
HEARING REGARDING THE PROPOSED OPERATING MILLAGE RATE AND THE TENTATIVE BUDGET
FOR FISCAL YEAR 2025 AS SEPTEMBER 9, 2024 AT 6:30 PM AT 1126 EAST STATE ROAD 434 IN
WINTER SPRINGS.” MOTION BY COMMISSIONER RESNICK. SECONDED BY COMMISSIONER
BRUCE. DISCUSSION.
VOTE: BRUCE (AYE); JOHNSON (AYE); RESNICK (AYE); ELLIOTT (NAY); BENTON (NAY)
MOTION CARRIED 3-2.
PUBLIC INPUT
Mayor McCann opened Public Input.
Ms. Gina Shafer, Winter Springs Village, Winter Springs asked about planning for if the penny sales
tax did not pass.
Ms. Leash Weisman, 113 Brookshire Court, Winter Springs noted she wasn't opposed to gradual
increase in taxes, was not in favor of cancelling meetings, and asked about more meetings related
to the budget.
Mayor McCann closed Public Input.
Mayor McCann reiterated this was not the end of the budget process and noted two more meetings
would take place in September. Regarding the penny sales tax, Mayor McCann noted the millage
would likely have to increase should the measure fail.
In response to further questions about the homestead exemption’s potential impact on the budget,
Ms. Queen noted she had begun to do calculations but was seeking additional data and formulas to
provide proper analysis.
Brief discussion followed on the importance of pursuing state and federal funds and Interim Manager
Hursh noted increased stormwater rates would be likely in the future.
Mayor McCann asked that a slide be shown depicting the average additional cost per year as a result
of the proposed millage of 2.622.
ADJOURNMENT
Mayor McCann adjourned the meeting at 7:18 p.m.
