GIS Stormwater-System Infrastructure Inventory &Assessment
TASK PROPOSAL NO. 1 DATA COLLECTION
Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant") is pleased to submit this letter Task
Proposal to the City of Winter Springs, FL ("City") for providing professional services to manage the
associated tasks related to each phase of the Stormwater Improvement Program, This Scope is for a work
release under RFQ 401-23-07 PH Stormwater Improvements Contract. Describing a specific agreement
between Kimley-Horn and Associates, Inc. (Kimley-Horn), and The City of Winter Springs (the Client or the
City) in accordance with the terms of the Continuing Assessment, Planning, and Engineering Services for
Stormwater Improvement and Design (Master Services Agreement) dated June 10, 2024, which is
incorporated herein by reference.
The Engineer will perform services for the Stormwater Improvement Program as defined in Exhibit B of
the above referenced Master Services Agreement. The Engineer may be required to participate in
planning activities and provide information to the City on a regular basis in support of the City's short- and
long-term planning objectives for capital improvements and ongoing maintenance requirements as well
as policy and regulatory matters.
Task 1— Project Management and Coordination
A. Kimley-Horn will coordinate with the Client to schedule a project Kickoff meeting. The purpose of
the meeting is to confirm overall project/property limits that the GIS program will include at full
buildout along with proposed project schedule and data needs. At the meeting the initial area to
be included in the first phase of data development, referred to as the sample study area will be
confirmed. Based on the proposed study area, following the meeting Kimley-Horn will provide to
the client a list of requested data sources, a proposed draft list of layers and attribute schema to
be developed as part of the initial phase. The Client will provide Kimley Horn with all applicable
resource data I survey, Excel, efic.) to be used for data collection and attributing for this
Task.
B. Kimley-Horn will conduct regular coordination calls/meetings with Client staff. It is anticipated
these meetings will be one (1) hour in duration and will be held not more than once a month. The
next scheduled coordination meeting is scheduled for July 315t at 9:00 am. The meeting will be
used to review the status of project tasks, Client priorities and needs, as well as provide updates
to the proposed buildout phasing plan schedule. This task includes preparation of a Meeting
Agenda and Meeting Minutes.
C. Kimley-Horn will attend the bi-weekly City Commission hearings during June and July 2024 to
coordinate with City staff, as needed. Services under Task 1C will not exceed eight (8) hours.
Tasl< 2 —GIS Database Development for Existing Storm Water System
A. KIII ley -Horn will analyze and compile documentation, data, and complaints information received
from the city staff and populate the geodatabase with any relevant information specifically for
the areas indicated in Task 2B. This information will also serve to guide field collection phasing as
discovery is completed. Services under Task 2A will not exceed forty hours (40).

B. Based on coordination with staff during the meeting held on April 17, 2024, Kimley-Horn has
compiled the preferred areas for stormwater inventory below. These areas, as indicated by City
Staff, will be the initial areas for the stormwater inventory. Further inventory work will expand
from these locations as directed by City Staff.

Kimley-Horn will assist with developing attribute fields data from various sources provided by the
Client to the Client's existing GIS database framework and data schema based on the agreed upon GIS
database requirements. Study area/phasing determination and data layers to be developed will be
confirmed at project kickoff and the draft GIS database will be provided to client for review prior to
full attributing. Services under Task 2B will not exceed ten (10) hours. The features below will be
proposed to be collected/populated with attributed as indicated. Other attributes as requested by
the client to be considered as additional services if outside of original scope.

a. Materials (PVC, DIP, Concrete, etc.)
b. Feature Size/Length (inches/linear feet etc.)

C. This task also defines the assistance to the client in implementing a phased GIS program
approach to collecting stormwater system data using the following methods:
1. Converting from survey CADD to GIS (when possible, as provided by the client)
2. Digitizing (when possible, from as-builts/surveys as provided by the client)
3. Attributing the stormwater infrastructure components (when possible, from as-builts/survey
data as provided by the client)
Services under Tasl< 2C will not exceed eighty (80) hours.
The final deliverable of the stormwater-system infrastructure geodatabase that contains features for all
known existing system components and associated attributes in Oak Forest, Dunmar Estates, along
Mockingbird Lane, Holiday Lane, Sailfish Road and Lido Lane.
Hour estimates are dependent upon the completeness and accuracy of all information provided by the
Client or the Client's consultants or representatives. The hours estimate includes the travel time
associated with staff to get to the locations for data collection. Approximately 24-hours for travel have
been assessed within these figures. The team of two will be accompanied by the Project Manager and
Assistant Project Manager to provide field training for this initial effort. Any edits/gaps needed to correct

inaccuracies in the network information provided by the client are subject to manual inspection and/or
survey and are to be considered as additional services.
D. Field Data Collection Setup
Kimley-Horn will develop one (1) Field Maps data collection application that is to be stored on the
city's ArcGIS software. The application will be populated with the data features assigned for
attributing in the field and will be based on the scherna developed in Task 113. Services under Task
2D will not exceed twelve (12) hours.
E. Field Collection — On -Site
1<imley-Horn estimates that the data collection efforts for the proposed study areas will not
exceed sixteen (16) hours each for a team of two. The team of two will be accompanied by the
Project Manager and Assistant Project Manager to provide field training for this initial effort.
F. Quality Control
Schedule
Kimley-Horn will provide the services described in the Scope of Services in an expeditious manner based
upon an agreed upon schedule agreed upon during project kickoff.
Fee and Billing
Kimley-Horn will complete the above scope of services for the lump sum fees detailed below, inclusive of
office overhead expenses. Services provided under this will be invoiced monthly. All invoices will include a
description of services provided. Approval from the Client shall be required for all invoiced travel expenses
and meetings. A cost estimate for services is provided in Table A below, and the breakdown of fee by task
is as follows:
