CALL TO ORDER
Mayor Kevin McCann called the City Commission Workshop of Monday, May 13 2024 to order at 6:33
PM in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).

Assistant City Clerk Tristin Tarrant, present
A moment of silence was held, followed by the Pledge of Allegiance.
There were no changes made to the agenda.
PUBLIC INPUT
Mayor McCann opened Public Input
Ms. Leah Wiseman, 113 Brookshire Court, Winter Springs asked clarifying questions regarding the
budget. Additionally, Ms. Wiseman suggested the Commission make improvements to the smaller
parks and accessibility.
Mayor McCann closed Public Input.
DISCUSSION ITEMS
1) 2050 Comprehensive Plan Update Kickoff
Ms. Terrilyn Rolle, Community Development Director opened the item, relayed Senior City Planner Mr.
Nick Tafelsky would be the city staff project manager and introduced Mr. George Kramer, AICP,
President, and Mr. Chris Dougherty, AICP, Project Manager, Inspire Placemaking Collective, 4767 New
Broad Street, Orlando, Florida. Mr. Dougherty presented the provided presentation overviewing the
Comp Plan and timeline for the update of the Plan. Further questions were asked about projected
population growth, the EAR (Comprehensive Plan Evaluation and Appraisal Review), and Visioning
process.
Mayor McCann disclosed, to the Commission, communications with Slavin Recruitment Agency
regarding the City Manager search and relayed the postponement of the City’s annual diversity
workshop due to legislation from the Governor.

Mayor Kevin McCann opened Public Input.
Mr. Kok Wan Mah, 145 Nandina Terrace, Winter Springs asked about the number of workshops
happening for the Comprehensive plan and additionally asked about the population and
classification.
Ms. Gina Shafer, Winter Springs Village, Winter Springs suggested more in-depth advertising due to
the turnout at the 20-30 Visioning session and excellent feedback given from the attendees.

Mr. William Morrissey, 965 Sequoia Drive, Winter Spring asked for clarification on how up to date the
Comprehensive plan is and further suggested opening the comments of the City’s social media.
Ms. Leah Wiseman, 113 Brookshire Court, Winter Springs asked for clarification on project that have
and have not been completed yet and further clarification on locations of listed parks.
Mayor Kevin McCann closed Public Input.
ADJOURNMENT
Mayor McCann adjourned the meeting at 7:08 PM.
