TITLE
Proposal for Purchasing a Permanent Bypass Pump for Lift Station 5E, located at 500
Austin Court, for Enhanced Emergency Preparedness
SUMMARY
The Utility Department is requesting City Commission approval of the award of a
contract to Thompson Pump in the amount of $67,239.00 for the purchase of a
permanent bypass pump, piggy backing off the 2022-24 Florida Sheriffs Association
Contract Bid Award #FSA23-EQU21.0 - Equipment Item Group: PUMP: Mobile Pump
Item #:317. This pump will be installed at Lift Station 5 East. This project consists of the
purchase, build, and delivery of one Thompson Permanent Bypass Pump in sound
attenuated housings.
The Thompson Permanent Bypass Pump will allow reliability at lift stations 5E during
emergency commercial power outages and when the station pumps become non-
functional. Lift station 5E currently operates with a reliable generator system, ensuring
continued functionality during power interruptions. However, a recent evaluation of
our emergency response strategies has identified potential vulnerabilities, particularly
regarding the risk of spills in scenarios where the lift station is overwhelmed due to
extremely high flows or breakdown of pumps for other unforeseen emergencies.
Our plan is now to install a bypass system alongside the existing generator setup. This
bypass would serve as an additional layer of defense, redirecting flow away from the
lift station in cases of high inflow or system breakdowns or overload. By incorporating
this bypass, we aim to further safeguard against spills and mitigate environmental
risks during emergencies. The bypass pump will be plumbed separately from the
station pump and on a dedicated float system to activate the bypass pump as needed.
FUNDING SOURCE
BUDGET: R&M Infra- Lift Stations- (410-36-3600-545230) $67,239.00
RECOMMENDATION
Staff recommends the City Commission authorize Thompson Pump to build and
deliver one stationary bypass pump at a cost of $67,239.00. Additionally, Staff

recommends authorizing the Interim City Manager and City Attorney prepare and
execute any and all applicable documents consistent with this agenda item.
