Roll Call: Chairperson Terri Bivona, present Vice-Chairperson Ellen Paul, present Committee Member Skip Arok, present Committee Member Tom Vagnini, present Committee Member Dennis Jones, present Assistant City Clerk Tristin Motter, present Also present: Ms. Donna Bruno, Interim Director, Finance Department Mr. Kevin Maddox, Landscape Manager, Urban Beautification A moment of silence was followed by the Pledge of Allegiance. No changes were made to the Agenda. AWARDS AND PRESENTATIONS 100. Not Used INFORMATIONAL AGENDA 200. Not Used PUBLIC INPUT Chairperson Bivona opened Public Input. Ms. Laura Ross, 1778 Seneca Boulevard, Winter Springs brought to the attention of the Committee the flagpole lighting not working appropriately. Chairperson Bivona closed Public Input. CONSENT AGENDA 300) Approval of the Minutes from the October 18, 2023 Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting "MOTION TO APPROVE.” MOTION BY COMMITTEE MEMBER VAGNINI. SECONDED BY COMMITTEE MEMBER JONES. DISCUSSION. MOTION PASSED WITH UNANIMOUS CONSENT. Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Bruno briefly reviewed the quarterly report, noted no major changes, and invited questions. Brief discussion regarding the grounds budget specifically focusing on mulching,the Duke lighting project, and the Assessment District review process in relation to raising the assessment fee ensued. 501) Update on Tuscawilla Lighting and Beautification District Projects Mr. Maddox started with a discussion on the fountain project, relaying the cause of the delays. Staff relayed confidence in the new Engineering firm and landscaping contactor. Discussion further ensued on the fountain project,the contactor selection process,Committee input, and adding additional lighting. Staff additionally relayed future maintenance that is to be conducted and the fixing on a median leak. PUBLIC INPUT Chairperson Bivona opened Public Input. No one addressed the Committee.
