Roll Call: Chairperson Debi Panke, present Vice-Chairperson Brandon Morrisey, present arrived at 5:44 pm Committee Member Dan Finley, present Committee Member Lisa Ely, present Committee Member Debi Sears, present Assistant City Clerk Tristin Motter, present Also present: Mrs. Donna Bruno, Interim Director, Finance Department A moment of silence was held and was followed by the Pledge of Allegiance. MOTION PASSED WITH UNANIMOUS CONSENT. 5 CITY OF WINTER SPRINGS, FLORIDA MINUTES OAK FOREST WALL AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE SPECIAL MEETING –OCTOBER 11, 2023 PAGE 2 OF 3 PUBLIC HEARINGS AGENDA 400) Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Donna Bruno, Interim Finance Director opened the item and relayed the budget was on track. The amount taken out of the reserves for fiscal year 2023 was less than anticipated but the increasing cost of materials will affect the revenue for fiscal year 2024. Ms. Bruno informed the Committee that the legal max of assessment fee tax has not been reached and could be increased by three (3) more dollars if the Committee wished to do so. Ms. Bruno relay that Kevin Maddox was out sick, but the wall repairs have been fixed. The budget split that was discussed and looking into in perennials for landscaping instead of the current was additionally suggested by the Committee. **Vice-Chairperson Morrisey arrived at 5:44 pm** 501) Update on Oak Forest Wall and Landscaping Projects No discussion. 502) Discussion on Meeting Schedule for Calendar Year 2024 Chairperson Panke began by reviewing the two options recommended by Staff for next year’s meeting schedule as meeting quarterly following the Tuscawilla Lighting and Beautification Advisory Committee at 6:30PM or meeting three (3) times a year on the second Wednesday of February, June, and October at 5:30PM. "I WILL MAKE A MOTION TO SCHEDULE MEETINGS FOR OPTION ONE (1); QUARTERLY." MOTION VICE-CHAIRPERSON MORRISEY. SECONDED BY COMMITTEE MEMBER FINLEY. DISCUSSION. MOTION PASSED WITH UNANIMOUS CONSENT. PUBLIC INPUT Chairperson Panke opened “Public Input”. No one addressed the Committee. Chairperson Panke read an email sent to the City Commission by Ms. Joanna Krebs, 1002 Taproot Drive, Winter Springs, FL bringing attention to concerns Ms. Krebs has in relation to the Oak Forest Community into the record. Chairperson Panke closed “Public Input”.
