TITLE
Potable Water Pipe Inventory and Improvement Plan
SUMMARY
The City has requested services to be provided by Kimley-Horn to create a Potable
Water Pipeline Inventory and Improvement Plan which will allow the City to identify
priority areas throughout the City that need pipeline replacements or improvements.
Kimley-Horn will use the City’s GIS system add attributes such as age, material,
recorded repairs, and associated costs to make needed improvements. From this data,
a phased repair/ replacement plan will be developed.
FUNDING SOURCE
CIP –(410-36-3600-560650-005) $95,700.00
RECOMMENDATION
City staff recommends the Commission approve Consent Agenda item for Potable

Kimley-Horn and Associates, Inc. (“Kimley-Horn” or “Consultant”) is pleased to submit this
letter scope (the “Scope”) to the City of Winter Springs, FL (“City”) for providing professional
services to update the City’s Building and Permitting Process. This Scope is for a work release
under RFP #01-21 Civil Engineering Continuing Service Contract.
Project Understanding
The City has a GIS system which will be utilized to create a phased improvement plan. Kimley-
Horn will add layers to the GIS system that includes but not limited to age, material, number
of repairs, and cost to reline or cost to replace the existing piping. These attributes will allow
the City to establish a cost per year budget and identify priority areas throughout the City that
need improvements.
Scope of Services
Task 1 – Project Management and Coordination
Kimley-Horn will coordinate with the Client to schedule a project Kickoff meeting. The purpose
of the meeting is to confirm overall project/property limits that the GIS program will include at
full buildout along with proposed project schedule and data needs. At the meeting the initial
area to be included in the first phase of data development, referred to as the sample study
area will be confirmed. Based on the proposed study area, following the meeting Kimley-Horn
will provide to the client a list of requested data sources, a proposed draft list of layers and
attribute schema to be developed as part of the initial phase. The Client will provide Kimley
Horn with all applicable resource data (CAD, GIS, survey, Excel, etc.) to be used for data
collection and attributing for this Task.
A. Kimley-Horn will conduct regular coordination calls/meetings with Client staff. It is
anticipated these meetings will be held at minimum once a month and as-needed
throughout the twelve-month schedule. Total number of meetings will not exceed
twenty-four (24) within a twelve-month period. Meetings will be used to review the
status of project tasks, Client priorities and needs, as well as provide updates to the
proposed buildout phasing plan schedule.
Task 2 – GIS Database Setup and Interactive Application Development
Kimley-Horn will assist with developing attribute fields data from various sources provided by
the Client to the Client’s existing GIS database framework and data schema based on the
agreed upon GIS database scheme presented as part of Task 1.
A. Study area/phasing determination and data layers to be developed will be confirmed
at project kickoff and the draft GIS database will be provided to client for review prior

to full attributing. This task is not to exceed ten (10) hours. Proposed baseline dataset
layers and proposed attribute (up to 3 attributes per data layer) data will include:
Ex. Domestic Water (Feature Age, Size, Material, Repair History)
• Valves
• Hydrants
• Meters
B. Kimley Horn will develop GIS data from any existing GIS data, CAD data, As-Built
surveys, and/or other sources provided by the Client. Kimley-Horn will fully compile,
verify, and process data into GIS format for the final GIS database, and integration
into the City’s existing GIS system. This task is not to exceed eighty (80 hours) over a
12-month period.
C. Once GIS data is developed and populated with the existing information, it will be open
and addressed for comments. This task is not to exceed twelve (12) hours.
D. All data sources will be combined, verified, and converted as necessary in order to be
fully integrated into the clients ArcGIS Enterprise system for editing/publishing. This
task will require the purchase/use of an ESRI Enterprise Creator License purchased
by the City for use by Kimley-Horn to assist in the integration of the compiled data into
the existing GIS system. This task is not to exceed sixteen (16) hours over a 12-month
period.
Task 3 – Field Data Collection/Verification
A. Kimley-Horn will coordinate with City staff to develop a priority route and/or area for
field data collection and data verification. A priority matrix will be developed via items
including, but not limited to, pipe age, material, flow criticality, size, and repair history.
B. Utilizing the Clients existing ArcGIS Enterprise system, Kimley-Horn will assist with
subsequent field data collection systems set-up and management utilizing the clients
ArcGIS Field Maps application capabilities. Kimley-Horn will develop one (1) draft
Field Collector application for the client. Asset data-sets from Task 2 will be loaded
into the Field Maps application and configured for editing/creating GIS data in the field.
This task is not to exceed thirty-two (32) hours. Once proposed hours are exceeded,
contract agreement to change as necessary. Hours proposed are based on
assumption of workload, but scope may change resulting from availability of data.
C. Kimley-Horn will assist the client with data collection utilizing the application for up to
sixteen (8) hours monthly as needed. This task is not to exceed ninety-six (96) hours
over a 12-month period.
D. Kimley-Horn will assist with up to ten (10) hours of on-site field collection training to be
provided to the client prior to field collection.

E. Once Task 3 Item A is complete, the GIS data layers with completed attribution will be
submitted to the client for up to two (2) rounds of review and comments. Data revisions
are not to exceed sixteen (16) hours over a 12-month period.
Deliverables
• Meeting agendas and meeting notes
• Copies of the GIS Database and Data Layers (also in CAD format)
• One ArcGIS Field Maps Collection Application (stored on the Client’s own ArcGIS
System)
Schedule
Kimley-Horn will begin services upon receipt of an executed Task Order. These services will
be completed as expeditiously as possible.
Method of Compensation
Kimley-Horn will perform these services for the total lump sum fee of $95,700.00, inclusive of
office overhead expenses. A breakdown of the fee by task is as follows:

Services provided under this will be invoiced on a monthly basis. All invoices will include a
description of services provided.
In an effort to expedite invoices and reduce paper waste, Kimley-Horn submits invoices via
email in an Adobe PDF format. We can also provide a paper copy via regular mail if
requested. Kimley Horn requests that the City include the invoice number and Kimley-Horn
project number with all payments.
Additional Services
• Additional Reviews, meeting, updates not identified in the above Scope of Services
• Use of subcontractor, and/or third-party to verify buried pipe not included in Scope of
Services.
Services requested that are not specifically included in the general range of the services
listed above can be provided under an amendment to this authorization or under a new and
separate agreement.
If you concur in all the foregoing and wish to direct us to proceed with the services, please
have authorized persons execute a task authorization for this scope of services and transmit
via email to Julia.felter@kimley-horn.com. We will commence services after we have
received a fully-executed task authorization.
