City Manager Recruitment Process
SUMMARY
At its February 27, 2023 meeting, the Commission accepted the retirement of City
Manager Shawn Boyle and appointed Phil Hursh to serve as Interim City Manager.
Commission also directed Staff to come back with an agenda item related to the
procurement of a permanent City Manager and options for a national search.
Permanent City Manager
This process of procuring a new City Manager may be accomplished in two steps.
Step 1: Identify the attributes you are looking for in a City Manager (i.e..
Candidate Profile)
Initially, it is very important for the Commission to discuss and identify those specific
attributes and characteristics it desires in its new City Manager.As an example,
attached is the job profile that was used in 2019 for recruiting a City Manager.Areas to
identify are:
• The specific educational requirements the Commission deems essential and/or
prefers (e.g., Master's Degree from an accredited institution in
Business Administration, Public Administration or related field; or 10 years
relevant experience in lieu of the education requirements),
• The specific years and position experience required (e.g., minimum 5 years
progressive experience as a City Manager or Assistant City Manager in a full
service City with a Commission-Manager form of government; or 10 years
management/executive experience in a related field),
• The type of experience and/or characteristics deemed important(e.g., must be
accessible and visible in the community, must possess experience with
development and re-development projects, must possess a strong
financial/budgeting background, must be an effective communicator, must
possess the ability to develop relationships with stakeholders, )
• Any other relevant factors deemed
Step 2: Determine a process/strategy for procuring a person with those
characteristics and attributes

SCOPE OF WOPK
Under policy direction of the City Commission, the City Manager is
responsible for planning, directing, managing and reviewing the activities
and operations of the City of Winter Springs.
This position is tasked with coordinating City services and activities among
City departments and with outside agencies; and providing highly
responsible and complex administrative support to the City's Mayor and
Commission.
The City Manager is responsible for directing all City functions through
subordinate department heads, including financial and personnel activities
of the City. This position exercises direct supervision over management,
supervisory, professional, technical, and administrative support staff.
The City Manager also aids the Mayor and Commission regarding policy
decisions and their implementation.
Whether presenting ideas in a public meeting or advising a committee, the
City Manager is called upon to work with the public on a regular basis and
must be able to listen to and inform the public about the City's policies and
procedures, and receive feedback.
PEQUIPEMENTS
• Bachelor's degree from an accredited college or university in Public
Administration, Business Management, or a related field. Master's degree
preferred.
• Ten (10) years of proven management experience.
• Previous municipal and local government experience; including experience
with fund accounting and managing a pension plan.
• Advanced legal knowledge.
• Advanced budget knowledge.
• Valid driver's license.
• This position is a full-time, exempt role.
• Work is performed inside an office environment.
• Some work is required outdoors (attending City events, etc.)
• This position requires the ability to hear (with or without correction), see
