• AWARDS AND PRESENTATIONS ITEM 100 ,n m=ared CITY COMMISSION AGENDA I MARCH 13, 2023 REGULAR MEETING 1959 TITLE Certificate of Safety Recognition awarded to the Police Department. SUMMARY The Florida Municipal Safety Excellence Initiative is a voluntary safety accreditation program available to FMIT members. Its goal is to provide each participating organization the knowledge and tools needed to easily develop and implement an effective safety management system. A well-implemented safety management system will lead to a reduction in losses, injuries and illnesses. The Safety Initiative provides a benchmark for members to compare industry best practices. The self-evaluation and eventual Safety Improvement Assessment can be used to pinpoint areas that require additional attention and allow for continual improvement. On February 14, 2023, the police department was assessed by Trevor Reschny, Risk and Safety Consultant, Florida League of Cites, Inc. The police department received an overall score of 90% earning its first ever Certificate of Safety Excellence. Page 1 of 24 7 Florida Municipal Law Enforcement Safety Improvement Assessment Report Safety Excellence Initiative Executive Summary: A Safety and Risk Improvement Assessment was completed for the City of Winter Springs Police Department (WSPD) on 2/14/2023.This assessment was requested to assist the department in the development of their safety management system. The WSPD Scored 90%overall with no section scoring less than 50%. For that reason, I congratulate you on earning the Florida Municipal Insurance Trusts "Certificate of Safety Recognition". On page 21 of this report, I have included 16 recommendations that should be considered for continual improvement. It also involves discussing deficiencies in a constructive and positive manner when needed. o For example, "Hey Mark, I noticed your outer carrier is adjusted correctly. Nice work". o Here is another example. "Hey Mark, when wearing your outer carrier make sure you have those straps snug.Trust me, if you have to run with that on, you'll be thanking me". Rec 2:Add Emergency Response to Schedule of Activities • Add the PD emergency response practice sessions or tabletop exercises to your schedule of audits and inspections. Rec 3:Standardize Officer First Aid Kit Materials • Police officers must have the ability to handle injuries to themselves, to other officers. In addition to carrying a TQ, I highly recommend carrying a standardized Individual First Aid Kit(IFAK)with wound packing gauze and chest seals.There are many brands but the one I carry is extremely low profile. How will an evacuation be ordered?Where do people meet? How will they be accounted for?Then, to ensure proficiency a drill (tabletop, or actual) should be completed annually. • To account for employees after an evacuation consider dividing the building up into smaller groups.Then during an evacuation those smaller groups can meet at their designated area. Rec 6: Improve Communication on Near Misses • A "near miss", a.k.a "close call", "near collision", or "near hit", is an unplanned event that DID NOT result in injury, illness, or damage—but had the potential to do so. Departments that do not report these near misses lose the opportunity to identify hazards and ultimately prevent future incidents. • Employees should be encouraged to report near misses. • In addition,the near miss reporting process should be simple and effective. Rec 7: Improve Communication on Incident Investigation • Lessons learned from completed incident investigations, or other hazard identification tasks (like inspections) must be communicated across all other shifts and teams to ensure that similar events can be prevented at a departmental level. The purpose is to have an employee who can proactively anticipate, evaluate, and control risks while maximizing the effectiveness and realism of the training. Again, it is the fundamental role of the LESO to focus on the safety of the participants so that the instructor can focus on delivering the content.With that said, it's crucial that the Law Enforcement Safety Officer view the training through the lens of participant safety NOT through the lens of a trainer! Rec 14:Colored Nitrile Gloves for Exposure • I recommend using any color other than black for your gloves. Black gloves are often used in Law Enforcement but do not allow the officer to identify blood contamination which increases the chance of cross contamination. Rec 15: 1 recommend looking into puncture resistant law enforcement gloves. • In 2018 the American Society of Testing Materials (ASTM)finalized and published standard E3109—18 which is the "Specification for Protective Gloves Worn by Law Enforcement and Corrections Officers". • The ASTM standard specifically addresses the unique physical protection law enforcement officers need while attempting to minimize effects on an officer's dexterity.
