TITLE
Rescission of Bid Award 2022-401
SUMMARY
On November 14, 2022, the City Commission awarded Traffic Control Devises,
LLC the construction contract for the proposed traffic signal improvements at
SR 434 and Michael Blake Boulevard based on competitive bids received from
qualified contractors under Seminole County Traffic Engineering Push Button
contract - Contract IFB 603865-2-CAR. The competitive winning bid by Traffic
Control Devices was $678,471 .40. The unsuccessful competing contractors
were Chinchor Electric, Inc. at $774,485.44 and The New Florida Industrial
Electric, Inc. at $916,221 .46.
In the later phases of design upon recommendation by the Engineer-of-
Record, the City of Winter Springs elected to "piggy-back"the existing
Seminole County Traffic Engineering Push Button contract - Contract IFB
603865-2-CAR. However, due to some of the non-contractual work stated in
the bids, which was a result of the recent escalation in construction cost and
additional needs, the interested contractors bid higher than the unit costs
stated in the push button contract and included additional items not covered
by the County contract. As such, the proposed piggy-back bid award cannot
be utilized by the City as originally intended. The project will be rebid.
RECOMMENDATION
Staff recommends rescinding bid award 2022-401, originally awarded on
November 14, 2022, based on the applicability of a Seminole County Traffic
Engineering Push Button contract - Contract IFB 603865-2-CAR as a piggyback
contract, due to non-contractual work stated in the awarded contract which is
not covered within the scope of the County contract.
