Permits, Required
Any owner or owner’s authorized agent who intends to construct, enlarge, alter,
repair, move, demolish or change the occupancy of a building or structure, or to
erect, install, enlarge, alter, repair, remove, convert or replace any impact-resistant
coverings, electrical, gas, mechanical or plumbing system, the installation of which is
regulated by this code, or to cause any such work to be performed, shall first make
application to the building official and obtain the required permit.

October 27, 2023 – CEO Elbon conducted an inspection of the referenced property
based on a complaint of an expired building permit forwarded by City Staff. CEO
Elbon observed electrical, plumbing, and building construction/alterations that had
been performed without a permit. A permit check conducted on October 26, 2023,
revealed that Permit #2017-0595 had been canceled and Permit #2021-0088 had
expired, and that there was no active or completed permit(s) for the
construction/alteration of the referenced property (Exhibits 1 - 16).
