Home My WebLink About2024 03 25 Consent 301 - Tuskawilla Crossings Stormwater Pond - Pond 1 Emergency RepairCONSENT AGENDA ITEM 301 CITY COMMISSION AGENDA | MARCH 25, 2024 REGULAR MEETING TITLE Tuskawilla Crossings Stormwater Pond - Pond 1 Emergency Repair SUMMARY In response to the severely damaged stormwater pond, located in the Tuskawilla Crossings subdivision, the City of Winter Springs and Pegasus Engineering have undertaken the process, with Commission approval, to evaluate and reconstruct a large portion of the existing pond facility. The City and Pegasus have been working closely in this process with the St. John's River Water Mangement District (SJRWMD). SJRWMD has requested that during the design and permitting phase with the WMD the City temporarily install fill material at the breached location in order to avoid any further direct discharge to the downstream wetlands without pollution abatement and attenuation. Final reconstruction of the pond will occur once the design is final and permitted through the SJRWMD. FUNDING SOURCE Third generation sales tax revenue will provide sufficient funding for this temporary measure as required by the SJRWMD. RECOMMENDATION Staff requests Commission approval for the temporary emergency repair of Pond 1 located in the Tuskawilla Crossing subdivision. Staff recommends the contract be awarded to Outdoor With It, LLC with a low bid of $75,792.39. This repair is a temporary measure until such time that the final repairs are made to the overall pond facility. Other bids were: Southern Development and Construction ($184,752.00), CL Green Inc. Estimation of total cubic yards to be used is 1,260. • Reform the bank by grading and compacting to match remaining existing bank on both sides of the washout. • Excavate trees that are falling into the berm washout and haul them away. • Excavate grass and muck in berm washout and haul away. • Install an estimated 18,800 sqft of Bahia sod in the washout area and where trucks/equipment travel to and from berm blowout to the entrance of the pond from street. • Restoration between houses 1533 & 1529 St Augustine grass estimated 800sqft • All damages and or restoration from trucks and or equipment between houses will be restored after job is completed back behind the houses to its original look with before and after pictures being taken. • If there is any leftover dirt from my estimated 70 loads, we will spread and fill in the other previous washout areas along the bank by 1533 &1529 houses. • Curb and sidewalk between 1533 &1529 houses to be repaired after all equipment and mats are off the job. Any extra dirt and/or sod needed outside this proposal will be made in a change order to the City of Winter Springs paid to Outdoor With It.
