County Enclaves Presentation
SUMMARY
Over the past 12 months, multiple City Commissioners have expressed interest in the
remaining county enclaves that the city could pursue annexing. This presentation
provides an overview of what enclaves are, what enclaves have been identified, and
possible actions/items for the City Commission to consider.

What is an enclave?
•Any unincorporated improved or developed area that
is enclosed within and bounded on all sides by a
single municipality OR is bounded by a single
municipality and a natural or manmade obstacle that
allows the passage of vehicular traffic only through
the municipality (FS 171.031).
•Florida Legislature recognizes the problems that
enclaves cause
•planning, growth management, and service delivery
•Policy of the State to eliminate enclaves
