HomeMy WebLinkAbout2024 01 08 Regular 501 - Discussion on City Manager Search/Selection ProcessREGULAR AGENDA ITEM 501 CITY COMMISSION AGENDA | JANUARY 8, 2024 REGULAR MEETING TITLE Discussion on City Manager Search/Selection Process SUMMARY Timeline of City Manager Search/Selection Process February 27, 2023: The Commission accepted the retirement of City Manager Shawn Boyle and appointed Phil Hursh to serve as the Interim City Manager. Commission further directed Staff to bring back an item related to the procurement of a City Manager and options for a national search. May 22, 2023: The City Commission approved $66,000 for third party recruitment, interviews, and background checks and authorized the Interim City Manager and City Attorney to prepare and execute any contracts consistent with the agenda item. June 5, 2023: Letter of Engagement executed between the City of Winter Springs and Korn Ferry to conduct the search for the next City Manager. (Attached) August 14, 2023: Discussion on City Manager selection process, Commission agreed applications should be open until September 29, 2023. September 11, 2023: City Commission reviewed a draft interview matrix provided by Korn Ferry and amended the list to a final product of 19 questions. September 25, 2023: City Commission adopted the interview questions and further agreed that candidates would be invited to one of two scheduled Workshop meetings. Furthermore, the Commission agreed to schedule a Special Meeting for October 30, 2023 to discuss candidates and next steps. September 29, 2023: Application Deadline for City Manager candidates. October 17, 2023: City Manager Candidate Interviews held via Zoom. October 21, 2023: City Manager Candidate Interviews held via Zoom. October 30, 2023: Upon review of tallied scores, the Commission voted 4-1 to approve the top two candidates, Mr. Dale Dougherty and Mr. Christopher Miller, to be brought down for in-person interviews. October 31, 2023: Dale Dougherty removes his name from consideration. November 16, 2023: City Commission agreed to draft itinerary provided by Korn Ferry for in-person interview. November 20, 2023: In-person meetings with Mr. Christopher Miller. December 11, 2023: The Commission voted 3-2 on the motion to hire Christopher Miller as City Manager, falling short of the four (4) votes required by the City Charter.
