HEREAS, In times of crisis and natural disasters, amateur radio is often used as a means of emergency communication when
wireline, mobile phones and other conventional means of communications fail; and Amateur Radio operators engage in two-way
WHEREAS,
personal communications with other amateur operators on radio frequencies assigned to the amateur radio service; and
II HE REA S. Amateur Radio operators are granted an amateur radio license by a governmental agency once an operator has passed
testing on related rules and technology, are then assigned a "call sign" which is used to identify each Amateur Radio operator during
communications; and currently around the globe, there are approximately three million amateur radio operators; and
a local Amateur Radio operators organization, the Lake Monroe Amateur Radio Society ("LMARS") is an American
Radio Relay League (ARRL) Special Service Club and actively supports ARES (Amateur Radio Emergency Service), RACES (Radio
Amateur Civil Emergency Service), and "LMARS" serves Seminole County and Central Florida, offering emergency communications,
classes throughout the year to help others, including offering classroom education on amateur radio for area schools; and
'WHEREAS, the ARRL Field Day is the most popular on -the -air event held annually in North America, on the fourth weekend of
June, when more than 35,000 radio amateurs gather with their clubs, groups or friends and set up temporary transmitting stations to
demonstrate ham radio's science, skill and service to our communities and our nation; and this event. displays public service,
emergency preparedness, community outreach, and technical skills; and will be held June 23rd and 241", 2o18 at Central Winds Park; and
1IIHERE :1 there are more than szo licensed Amateur Radio Operators in the City of Winter Springs, who often work behind the
scenes planning and preparing for the worst outcomes imaginable; and these individuals continually demonstrate their value to the
�p�ufblic by providing emergency radio communications free of charge, in the interest of citizens of the City as well as the world; and
IIH1F i' � k ` during September 2017, Central Florida was impacted by forceful high winds and the likes of rain that we have not
seen in many years as Hurricane Irma stormed though the City of Winter Springs and surrounding areas, and during this intense storm
event, the always prepared members of "LMARS" offered their skills as a force multiplier to the local emergency communications
network and went above and beyond as they usually do, to help our City at a very difficult time.

in the City of Winter Springs, and to the members of "LMARS", we offer our most heartfelt appreciation for being such a caring and
concerned team of motivated individuals who put the needs of the community before their own personal needs, which was evident in
September of 2017, and do hereby call all citizens to also recognize all of these dedicated champions of safety - Amateur Radio operators.
