Present were: John Govoruhk, Charles Holzman, Ray Bradshaw, Jack Cooper, Jacqueline Koch and Ron Emery, Mr. Bob Lovelace and Mr. Paul Porter were present to speak for the Site Plan of Phase 2 of Mosswood Apartments, The Planner stated the engineering includes some remedial work.in Phase 1. Phase 2 will be comprised of 89 units. The Engineer had requested storm drainage calculations which have been supplied. The project meets the standards from an engineering stand- point. Following review of the plans the Fire Chief concurred that one hydrant in this phase would suffice. The Police Chief reminded the staff stop signs are still missing as well as speed signs and arrows. The. Building Official stated he could not understand why we would require street signs on private property. The Police Chief stated it is open to the public and if they are to enforce the speed limit there must be a standard sign. The Planner stated it was already reflected in the minutes of Phase 1 that they agreed with these conditions. She recommended they contact Ron Emery 0. regarding the signs. She also stated she did not have a final lighting plan for either phase which is a prerequisite for final inspection. Regarding the stabilized grass parking area, it has not been observed being used sufficiently to determine its adequacy. The Planner mentioned the area to be set aside and designated "No Parking," for emergency turnaround has not yet been done. The question was raised as to whether there are pro- scriptive rights to utilize the existing ditch on the north side of Phase 1 for stormwater runoff when the retention pond capacity is surpassed. The developer was to have researched this. The landscaping plan for both phases was submitted. Regarding the timetable - the developer works on a 90-day schedule. The Board approved the Site Plan of Phase 2 of Mosswood Apartments subject to the engineer's memo of November 16, 1g81 with the condition that the requirements the Board placed on approval of Phase 1 be accomplished as soon as possible. The same conditions regarding the traffic signs and pavement markings apply to Phase 2, plus the required lighting plan. The Planner called the meeting to order to review the Site Plan for the Barnett Bank temporary facility on the northeast corner of Moss Road and S.R. 434. The seventeen parking spaces will suffice. The permanent facility is to be built before one year is up. The City Engineer stated the sheet flow onto S.R. 434 would have to be approved by D.O.T. The Fire Chief expressed his concern over traffic backing up onto S.R. 434 from the drive -up window. There was discussion on widening the driveway as well as a No Left Turn. The Planner recommended widening the curb cut Site Plan Review Board November 20, 1981 Page Two, and installing three lanes. The Engineer felt these would be additional safety factors. The Public Works Supt. and the Fire Chief agreed. The City Planner noted the elaborate landscaping plan. There was discussion on the issuance of a conditional_ building permit prior to the issuance of a septic tank permit. The Building Official stated he could work with them on this. Zt was the consensus of the Board to approve the Site Plan with the conditions that 1. the curb cut meet D.O.T. requirements and the driveway be 30 feet wide, with two inbound lanes and one exit lane, from S.R. 434 as far as the turn into the drive -up windows, beyond which two traffic lanes will suffice; 2. the developer get with D.O.T. as to the advisa- bility of a No Left Turn, and 3, the fence around the retention pond as shown on the plans is not necessary as long as the slope of the pond is less than 3:1.
