HomeMy WebLinkAbout2023 10 18 TLBD Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING OCTOBER 18, 2023 CALL TO ORDER Chairperson Terri Bivona called to order the Wednesday, October 18, 2023 Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee at 5:16 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Terri Bivona, present Vice-Chairperson Ellen Paul, present Committee Member Skip Arok, present Committee Member Dennis Jones, present ( Committee Member Tom Vagnini, present City Clerk Christian Gowan, present Also present: Donna Bruno, Interim Director, Finance Department Kevin Maddox, Landscape Manager, Urban Beautification Brian Dunigan, Director, Operations Department Tracy Brock, Budget Manager, Finance Department Michelle Rozanski, Senior Business Analyst, Finance Department A moment of silence was followed by the Pledge of Allegiance. CONSENT AGENDA 300) Approval of the Minutes from the August 16, 2023 Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting "MOTION TO APPROVE.” MOTION BY COMMITTEE MEMBER AROK. SECONDED BY VICE- CHAIR PAUL. DISCUSSION. PUBLIC HEARINGS AGENDA 400. Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Bruno briefly reviewed the quarterly report, noted no major changes, and invited questions. Brief discussion followed on the reassessment process, capital versus operational expenses, issues with the fountain, and LED lighting. 501) Update on Tuscawilla Lighting and Beautification District Projects Mr. Maddox provided an update on the fountains, reported geotechnical reports had come back and were in review with the engineers, noted existing basin should be usable which could provide significant cost savings, and reviewed estimated costs. Discussion followed on the pump vault, cost effectiveness, preventing ongoing costs, and a planned leak detection system for the vaults. Mr. Maddox then addressed landscaping, noted a new company, Nature's Care, was handling the district landscaping, commented on their good work, and noted the ongoing bid process. Discussion followed on entryways, funds for landscaping replacement, money in the budget to replace monuments, and the impact of fountain repair on projects. Mr. Maddox then introduced Mr. John Gordon, Nature’s Care who briefly reviewed his career and provided an overview of the company. Mr. Gordon thanked the Committee and the City for the opportunity. Further discussion followed on the improved look of the medians, efforts to prioritize safety, and holiday decoration plans. Mr. Vagnini then shared concerns related to plans for a connection to Winter Springs Boulevard, the potential for increased traffic, and potential impacts on increased need for maintenance. 502) Election for Chairperson of the Tuscawilla Lighting and Beautification District Advisory Committee for Calendar Year 2024.
