HomeMy WebLinkAbout2023 08 16 TLBD Regular Meeting Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCAWILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING AUGUST 16, 2023 RESCHEDULED FROM JULY 19, 2023 CALL TO ORDER Chairperson Terri Bivona called to order the Wednesday, August 16, 2023 Regular Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee at 5:15 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Terri Bivona, present Vice-Chairperson Ellen Paul, absent Committee Member Skip Arok, present Committee Member Dennis Jones, present Committee Member Tom Vagnini, present City Clerk Christian Gowan, present Also present: Donna Bruno, Interim Director, Finance Department Kevin Maddox, Landscape Manager, Urban Beautification Brian Dunigan, Director, Operations Department Tracy Brock, Budget Manager, Finance Department Michelle Rozanski, Senior Business Analyst, Finance Department A moment of silence was followed by the Pledge of Allegiance. No changes were made to the Agenda. AWARDS AND PRESENTATIONS 100. Not Used INFORMATIONAL AGENDA 200. Not Used PUBLIC INPUT Chairperson Bivona opened Public Input. Mr. Kurt Miericke, 1820 Seneca Boulevard, President Tuscawilla Homeowners Association thanked Committee Members and Staff for their work, shared concerns about Shetland overgrowth near the south entrance, and shared resident’s concerns that have come to him about baby ducks that couldn’t get out of the fountain and the potential of installing a ramp. Chairperson Bivona closed Public Input. MOTION BY COMMITTEE MEMBER VAGNINI. SECONDED BY COMMITTEE MEMBER JONES. DISCUSSION. VOTE: AROK (AYE); JONES (AYE); VAGNINI (AYE); BIVIONA (AYE) MOTION CARRIED 4-0. PUBLIC HEARINGS AGENDA 400. Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Bruno briefly reviewed the quarterly report and invited questions. Brief discussion followed on the low fund balance. Ms. Bruno reviewed previous discussions related to a proposed rate study and the recently approved rate raise to the current legal limit of one-hundred and twenty-eight dollars ($128.00) for the Maintenance Fund. Ms. Bruno also noted that there may be a need for future discussion about raising the capital rate. 501) Tentative Fiscal Year 2024 Budget No additional discussion. 502) Update on Tuscawilla Lighting and Beautification District Projects Mr. Maddox discussed plans for tree replacement. Discussion followed on maintenance of monuments and Committee Members noted issues at the corner of Shetland and Citrus as well as Dyson and Deer Run. Mr. Maddox indicated he would communicate these concerns to the contractor and get any issues addressed. Mr. Maddox also noted, related to the fountains, that he could look into a wildlife ramp. Further discussion followed on the provision of median maps, replacing dead sod, and the costs of a new pump versus a rebuild. Mr. Maddox noted that roughly 13,000 square feet of sod had been replaced and that the remainder would be completed in the next fiscal year. 503) Discussion on Entry Fountain Mr. Maddox noted the rescheduling of the previous meeting due to the fountain, basin being cracked all the way across and all the way through. Mr. Maddox noted that Staff was still working to assess the situation, core samples were being conducted, and ultimately the basin would need replacement. Mr. Maddox reiterated work was still being completed, including geotechnical analysis of both basins, and noted the potential of a future Special Meeting to discuss pricing and recommendations. Further discussion followed on insurance,the potential need for a separate fund to pay for the fountain, potential delays, and speculation about potential causes including sinkholes, hurricane damage, or mechanical issues. Mr. Maddox noted that there was no indication currently of a mechanical piping failure. Mr. Maddox also noted that in this process, depending on direction,the vault could also be moved as part of a rebuild. Brief discussion followed on the significance of the fountains,the use of potable water for the fountains, and potentially looking at additional capital funding.
