TITLE
Fourth Generation Penny Sales Tax - Proposed Capital Projects
SUMMARY
Seminole County will seek voter approval on November 2024 for a Fourth Generation
Penny Sales Tax that, if approved, will provide approximately $38 million of
infrastructure funding to the City of Winter Springs over the next 10 years beginning in
2025. In preparation of the sales tax vote Seminole County is requesting that each
beneficiary of the sales tax revenue provide a detailed list of proposed projects so that
a master list can be created for County reference. Attached is a wide array of projects
that include roadway, bridge and drainage improvements. Additionally, there are also
Utility, Police and Parks improvements. City Commission approval is required prior to
submitting this list to Seminole County.
FUNDING SOURCE
This list includes projects that would be funded by the Fourth Generation Penny Sales
Tax if approved by voters.
RECOMMENDATION
Staff requests Commission's approval of the proposed list of capital infrastructure
improvements to be funded by Seminole County's Fourth Generation Penny Sales
Tax.

decelaration / turn lane. Since 2015 there have been 68 crashes at this location for
this traffic movement. The estaimated overall lane length is 350 feet.

decelaration / turn lane. Since 2015 there have been 68 crashes at this location for

Ingress Decelaration / Turn Lane from EB SR 434 at Michael Blake Boulevard With the recent develpoment of a Senior Living Facility and the expansion of the
Tuskawilla Crossing subdivision there is significantly more traffic flow making this
turn from a posted 50 MPH facility more prone for accidents.$700,000
Five 30" x 30" Flashing Stop Signs Replace standard Stop Signs with flashing Stop Signing at critical locations with

Five Safe Pace 100 Speed Radar Signs, Solar Powered w/white univeral

Throughout the City these data collection signs provide meaningful information to

Event Center in Central Winds Park An event center in Central Winds Park located along Lake Jessup. The
proposed facility will be used for Wedding, Meeting Hall events, etc.

Pickleball Overlook Building A two story structure is needed to view the pickleball courts that are in play
or for tournament play. The upper deck will have large open area as well as
a event room for about 2,000 square feet of space. The first deck will have a
Trophy Display and an office area/pro shop $3,000,000
Field House for Torcaso Park An indoor field house is envisioned for Torcaso Park. Basketball, pickleball
and volleyball can be played indoors. The facility will also be used for
summer camp as well as after school camp.$3,000,000
Fencing for Central Winds Park Currently the park is not able to be closed. The fields are open to the public
access. A fence would give us the ability to closed the park after hours.
