HomeMy WebLinkAbout2023 12 11 Consent 304 - Lake Monroe Radio Society Memorandum of UnderstandingCONSENT AGENDA ITEM 304 CITY COMMISSION AGENDA | DECEMBER 11, 2023 REGULAR MEETING TITLE Lake Monroe Radio Society Memorandum of Understanding SUMMARY The Lake Monroe Radio Society has requested a wavier of both Pavilion rental fees and Civic Center Fees which would be offset by their agreeing to assist the major City Events throughout the year. The Lake Monroe Radio Society will provide security assets to our events throughout the year including but not limited to: The Celebration of Freedom, Hometown Harvest, Winter Wonderland and Light Up Central Winds. The security assistance of The Lake Monroe Radio Society activities will include but are not limited to: having access to event maps and vendor lists, ensuring a direct line of communication between the Winter Springs Police Department while notifying them of possible issues during the event, attendants on city hayrides, assistance during city parade lineups, supervision of event attendees, assistance with event equipment, etc. FUNDING SOURCE RECOMMENDATION Staff Recommends the City Commission to approve the Memorandum of Understanding with the Lake Monroe Radio Society to waive the fees for the Civic Center and Pavilion rental fees in exchange for event and security assistance at major City events. In addition, authorize the interim City Manager and City Attorney to prepare and execute any and all applicable contract documents consistent with the agenda item. 114 The City of Winter Springs MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding, entered into ________day __________, 2023 by and between the City of Winter Springs, State of Florida, existing under the Laws of Florida, hereunder called the CITY and The Lake Monroe Amateur Radio Society. W I T N E S S E T H WHEREAS, the CITY has rental fees for the use of City Pavilions and facilities located throughout the City. The Lake Monroe Radio Society has requested a MOU be agreed to which will waive the rental fees for the Civic Center and pavilions, in lieu of the Lake Monroe Radio Society members providing security and event assistance during the City’s special events. WHEREAS, the parties hereto mutually recognize the need for entering into an Memorandum of Understanding designating and setting forth the responsibilities of each party. NOW THEREFORE, for and in consideration of the mutual benefits to flow each to the other, the parties covenant and agree as follows. 1. The City shall be responsible for reserving the Civic Center and Pavilions for use by the Lake Monroe Radio Society on the day(s) requested. The rental fee will be waived. 2. The Lake Monroe Radio Society in return for the usage of the Civic Center and City Pavilions shall provide security and event assistance to the following City events including but not limited to: The Celebration of Freedom, Hometown Harvest, Winter Wonderland and Light Up Central Winds. 3.
