Design services led by Pegasus Engineering will also include sub-consultants for survey, geotechnical, subsurface utility engineering and ecological services. The total fee for these services is $106,000. FUNDING SOURCE The funding source is the Third Generation Penny Sales Tax. RECOMMENDATION City staff requests the approval of the design services required for drainage improvements at Wetland Park. Staff requests the Commission authorize the Interim City Manager and City Attorney to prepare and execute a contract and any related documents required with Pegasus Engineering. Design services led by Pegasus Engineering will also include sub-consultants for survey, geotechnical, subsurface utility engineering and ecological services. An ICPR (Version 3) model was developed for proposed conditions as part of preparing the 90% construction plans, and the preliminary flood routing results indicate that constructing the new outfall system will not ameliorate the flooding that presently occurs at the Michael Blake Boulevard and Wakulla Way intersection. ·The joint-use stormwater pond that serves portions of Winter Springs Town Center, Tuskawilla Road, and Winter Springs High School discharges into the Wetland Park near the intersection of Tuskawilla Road and the Cross Seminole Trail through a 3’ x 6’ box culvert connected to three (3) bubble-up structures. From this point, the discharge continues east into the North Wetland Park which is topographically separated from the larger South Wetland Park (refer to Figure 1). These additional drainage improvements are intended to intercept the flow at the existing bubble-up structures and re-direct that discharge south along the Cross Seminole Trail a distance of approximately 650 feet where a new outfall into the South Wetland Park is proposed (refer to Figure 1). ·Modifying the existing outfall system crossing Tuskawilla Road to re-direct discharge from the North Wetland Park to the South Wetland Park is consistent with the Winter Springs Town Center Stormwater Master Plan Update1, including the hydration, recharge and peak rate attenuation benefits that were permitted2 to occur within the South Wetland Park. ·The preliminary flood routing results predicted by the ICPR model for proposed conditions indicate that some type of system is required to property contain flood stages within the Wetland Park and prevent adverse impacts to Michael Blake Boulevard and Winter Springs Village Phases 1 and 2. Because a maximum containment height of approximately 4-feet is needed, a sheet pile wall is anticipated in lieu of more cost effective options like an earthern berm that would require a much more significant encroachment within the Wetland Park. ·Construction impacts to the Cross Seminole Trail will be mitigated to the greatest extent practicable by constructing the proposed drainage improvements within the vegetated buffer along the west side of the South Wetland Park. Jurisdictional wetlands will be delineated to ensure that the proposed drainage improvements are constructed entirely within uplands, or alternatively the area of impact within jurisdictional wetlands will be quantified for permitting purposes. Construction activities within the Wetland Park are not anticipated to occur within conservation easements based on a review of the plats3 for the Wetland Park. 1 Winter Springs Town Center Stormwater Master Plan Update prepared by CPH and dated November 2013. 2 St. Johns River Water Management District (SJRWMD) Permit No. 22437-2 issued on November 13, 2001. 3 Winter Springs Village Four Parcel Subdivision, Plat Book 76, Pages 18-21.. 256 EXHIBIT "A"–SCOPE OF WORK WETLAND PARK OUTFALL IMPROVEMENTS FINAL DESIGN AND PERMITTING SERVICES CHANGE ORDER #1 A-4 P-229701 Cross Seminole Trail Looking South along the West Side of the Wetland Park The ICPR model used to design and permit the proposed outfall and drainage improvements includes the post-development discharge contribution from the Hickory Grove townhomes project that is presently under construction. The final ICPR model for proposed conditions will also be used to evaluate the hydraulic impact that the Hickory Grove townhomes project will have on the proposed outfall and drainage improvements. Discharge rates for various storm events will be predicted for the pre-development condition (i.e., the land use that existed before the Hickory Grove townhomes project), which will be used to quantify the development’s “pro rata share” of the post-development discharge rates conveyed by the proposed drainage improvements. The results of this evaluation will be presented within a Technical Memorandum that could potentially be used to develop a legal agreement between the City and the developer for sharing the cost to construct the proposed outfall and drainage improvements. SOUTH WETLAND PARK CROSS SEMINOLE TRAIL 257 EXHIBIT "A"–SCOPE OF WORK WETLAND PARK OUTFALL IMPROVEMENTS FINAL DESIGN AND PERMITTING SERVICES CHANGE ORDER #1 A-5 P-229701 PROFESSIONAL ENGINEERING SERVICES Pegasus Engineering, LLC (Consultant), shall provide the engineering services as itemized on the Manhour and Fee Estimate provided as Exhibit “B”. It should be noted that this change order includes only new task assignments, expanded task assignments and sub-consultant services that are intended to supplement the previous authorization. Referring to the information provided within Exhibit “C”, the scope of work for this change order will require additional services from several sub-consultants as discussed below and as illustrated on the following Figure 2. Survey Sub-consultant .................................. Southeastern Surveying & Mapping Corp. (SSMC) 1.The topographic survey that was previously completed as part of the original authorization will be extended a short distance north and a much greater distance south to reach the intersection of Michael Blake Boulevard and the Cross Seminole Trail. The additional topography will be used to define the limits of a sheet pile wall that is needed to properly contain flood stages within the Wetland Park. 2.A new topographic survey is required along the west side of the Wetland Park where discharge from the existing outfall crossing Tuskawilla Road will be intercepted and re- directed south along the Cross Seminole Trail. 3.The survey scope of work will also include locating: existing utilities; geotechical soil borings; pin flags placed in the field by the ecological sub-consultant; and specimen trees that are 8-inches in measured diameter at breast height (DBH). Geotechnical Sub-consultant ..................... Geotechnical and Environmental Consultants (GEC) 1.Although a $5,000.00 “geotechnical allowance” was included within the original authorization, no geotechnical work has been performed to date. Therefore, the original allowance will be replaced by a new scope of work for a geotechnical exploration with soil borings to evaluate soil and groundwater conditions for the proposed outfall system along Michael Blake Boulevard as well as the additional drainage improvements proposed along the west side of the Wetland Park. The geotechnical engineering report will also include structural engineering recommendations for designing the proposed sheet pile wall to properly contain flood stages within the Wetland Park. 258 GREGORY A. Therefore, the original wetland allowance will be supplemented by a new scope of work for an ecological assessment that includes field flagging the jurisdictional wetland line and investigating the presence of threatened and endangered species for the outfall system proposed along Michael Blake Boulevard as well as the additional drainage improvements proposed along the west side of the Wetland Park. Because a SJRWMD permit is required to authorize construction of the proposed outfall and drainage improvements, ecological services will also encompass an Ecological Assessment Report (EAR), but will not include permitting assistance (i.e., Task No. 3 of BDA’s proposal will not be authorized). In the event that District staff issues a request for additional information (RAI), the wetland allowance that was included within the original authorization will be used unless the budgeted allowance is not sufficient for addressing the comments, and another contract change order is required. Structural Sub-consultant ............................................Florida Bridge and Transportation (FBT) 1.A sheet pile wall needed to contain flood stages within the Wetland Park will be designed by a structural engineer based on recommendations presented within the geotechnical engineering report. BASIS OF PROPOSAL / ASSUMPTIONS The conditions and assumptions contained within the scope of work for the original proposal are also applicable to this change order proposal but will not be reiterated herein. The following conditions and assumptions are noted as additional qualifications to this change order proposal. 1.This proposal does not include the following professional services. However, and although a Storm Water Pollution Prevention Plan (SWPPP), Notice of Intent (NOI) and Notice of Termination (NOT) are applicable to this project, task assignments related to NPDES permitting are not included in the scope of work for this proposal. 4.Permit application fees are not included and will be provided by others. 5.Construction plans will be prepared to scale on 24” x 36” sheet size. A single set of construction plans will be prepared that is suitable for public bid and ready to award for construction. All design parameters, surveys, and construction plans will be prepared and submitted in English standard units. Horizontally locate and field mark (paint & flags) all public subsurface utility mains found excluding service lines, gravity sewer lines, and irrigation limited to the areas as shown highlighted in yellow on the attached Exhibit “B”, provided by Pegasus Engineering, LLC via email on July 31, 2023. DELIVERABLE The final product will be three (3) certified prints, an electronic file for your use, a field drafted plan sheet, or utility designation field sketch(s) of the project area reflecting all pertinent data for your use. ADDITIONAL SERVICES Any service not explicitly provided for in the above scope will be billed as additional services and will be performed at our then-current hourly rates as provided for in Exhibit A. Utility Terms and Conditions Pegasus Engineering, LLC agrees to abide by the Sunshine 811, Florida State Statutes Chapter 556.106 and all applicable laws, and regulations that pertain to the services provided. Pegasus Engineering, LLC MUST provide Southeastern Surveying and Mapping Corporation (SSMC) all plans and records for this site prior to the commencement of field efforts AND review plans with SSMC technician. SSMC will rely on the accuracy of such plans and records and will notify Pegasus Engineering, LLC if there are any patently or reasonably identifiable defects in the documents prior to performing services. Pegasus Engineering, LLC representative will be responsible for reviewing plans with SSMC technician and indicate what utility structure are expected to be encountered and where. SSMC shall review the site conditions with the use of a Ground Penetrating Radar (GPR) in the presence of Pegasus Engineering, LLC Authorized Representative based upon the plans and records provided. Pegasus Engineering, LLC is aware that due to the inherent uncertain nature of subsurface utilities, including but not limited to deficient or misrepresentation of prints, SSMC cannot guarantee that all subsurface utility lines will be accounted for. SSMC will ensure that all reasonable efforts are made to identify the location of said underground utilities and provide the best available information within the project area with the use of Ground Penetrating Radar and Electronic Line Locating Equipment, as needed. Additional research will only be conducted by SSMC if requested in writing by Pegasus Engineering, LLC. In accordance with the Underground Facility Damage Prevention and Safety Act, the Design Engineer shall perform sufficient Utility Coordination with the Utility providers in this location to affirm the information from SSMC’s efforts and confirm that no other subsurface utility is possibly undetected by these efforts. SSMC will certify that the surface designation is within two (2) feet of the true underground position of the utility relative to the mark as shown on the surface in accordance with the plans provided and the reasonable efforts conducted to locate the utilities as outlined above. SSMC shall not be held liable for any latent or unreasonably discoverable utilities in the project area. Furthermore, in the event of a claim regarding the services provided in the proposal, SSMC shall have liability for reasonable and necessary defense costs to the extent caused by SSMC’s negligence. PROJECT TIMELINE We anticipate the completion of the above-described work within five (5) weeks after receipt of a written notice to proceed. Site Location and Description The site is located at the Wetland Park in Winter Springs, Florida as shown on Attachment 1. More specifiaacally the site includes an approximate 800 foot portion of the Cross Seminole Trail, south of the intersection with Tuskawilla Road and an approximately 1300-foot portion of Michael Blake Boulevard north of the intersection with the Cross Seminole Trail. The general vicinity of the property is characterized by single to multi-family residential and light commercial. Vegetation along the trail and adjacent to Michael Blake Boulevard includes dense underbrush beyond the maintained right-of-way. Project Description We understand that project plans for this site include the construction of an extension to the existing bubble up structures to relocate the outfall further south and to install a sheet pile along 274 GEC Proposal No. 11535G 2 Proposal for Geotechnical Engineering Services Wetland Park Outfall Improvements the east side of the Wetland Park to retain additional stormwater. We understand that a proposed maximum unsupported wall height of 4 feet is planned. Scope of Services Based on the project information provided, our experience, and the local standard of care, we recommend the following scope of services: • Stake boring locations at the site. • Clear utilities at the boring locations. • Mobilize Mini Track drilling equipment and personnel. • Perform 7 Standard Penetration Test (SPT) borings to a depth of 25 feet along the proposed alignment of the sheet pile wall. • Perform 4 Standard Penetration Test (SPT) borings to a depth of 10 feet along the proposed additional drainage improvements alignment. • Perform routine laboratory soil classification tests to enhance visual soil classification of samples obtained. • Issue a geotechnical engineering report signed and sealed by a Geotechnical Engineer licensed in Florida that will address the following topics: o Subsurface conditions at the boring locations o Measured and estimated seasonal high groundwater depths o Site preparation o Fill selection, placement and compaction o Foundation design recommendations o Constructions recommendation, including soil parameters and global stability analysis for the sheet pile wall. Cost The cost to provide the scope of services is a LUMP SUM fee of $19,995.00. This fee includes an electronic copy of our report emailed to you. Schedule Our schedule to complete the work will be about 8 weeks from your written notice to proceed. If requested, verbal recommendations can be provided after the field work is completed. (FBT) is pleased to submit this proposal to PEGASUS for engineering services for the above referenced project. The scope of design services for this work order includes the following: 1) Design and Plan Production: FBT will provide the structural design and plan sheets for the proposed sheet pile walls per the concept shown in the plan provided by Pegasus. It is assumed the sheet pile walls will be cantilever walls (not braced or anchored). FBT will provide design and details for the sheet pile and the concrete coping with railing. The railing will be a standard railing from FDOT Standard Indexes and no custom modifications are included. It is assumed the exposed portions of the sheet pile will be coated with standard coal tar epoxy (black), and special coating systems and colors will not be required. Wall control drawings will not be provided (wall geometry will be shown in Pegasus’ plans). The plans and calculations will include one custom design with details for the “short sheets” which will be required to span across an obstruction such as a utility or other buried element. 2) Meetings, Specifications and Cost Estimates: FBT will attend one status meeting (if required) with the City staff and Pegasus. The project specifications will consist of the FDOT Standard Specifications for Road and Bridge Construction, and supplemental specifications are not anticipated or included. FBT will provide one estimate of probable construction cost for the structural items. FBT will assist Pegasus develop a bid schedule for the structural items. 3) The project deliverables will consist of 100% and signed and sealed “final” plans and structural calculations. We understand the final deliverables may include 24x36 sheets. The reprographic cost for FBT’s portion of the project is included in the fee below. We propose a total lump sum fee of $13,500.00 for all FBT's basic structural engineering services indicated above. The work will be invoiced monthly on a percent complete basis.
