TITLE
Fifth Third Bank Site Acceptance
SUMMARY
The approved (January 12, 2023) project, Fifth Third Bank, is adjacent to the existing
Winter Springs Marketplace. The project closeout list is attached and all items on said
list have been completed, with the exception of the need to record amended
easements related to the water lines. Staff is recommending that the water line
easement amendments be a condition of site acceptance rather than a prerequisite.

RECOMMENDATION
Staff recommends that the City Commission find the site work to have been built in
substantial accordance with the Final Engineering plans.

PROJECT CLOSEOUT LIST FOR FINAL SITE ACCEPTANCE
Project: Fifth Third Bank
1. Complete Final Inspection (to occur after receipt of record drawings from the engineer-of record (Item
#7)).
• Final inspection completed on September 29, 2023.
2. Submit Engineer of Record's Certification Letter to the City.
• Submitted to city on October 2, 2023
3. Submit DEP Sewer Certification.
4. Submit DEP Water Certification.
5. Pay all Water and Sewer Connection Fees.
• All connection fees have been paid.
6. Submit FDOT Permit Certification.
7. Submit a complete set of record drawings (digital file).
• Submitted to city on October 2, 2023
8. Submit a 2-Year Maintenance Bond, Letter of Credit, or Cash Escrow Deposit (10% of the value of the
improvements to be owned and maintained by the City as listed on the Bill of Sale (Potable Water,
Sanitary Sewer, Reclaimed Water, Ext.)) to the finance department.
• Per City Commission approval of Fifth Third plans on 1/12/2023, the maintenance bond in place
for the Winter Springs Marketplace will be sufficient to cover the maintenance of the Fifth Third
Bank site.
9. Record Easements and Dedications at Seminole County and Submit Proof of Completion.
• Easements and dedications done as part of Winter Springs Marketplace. Easements for water lines
need to be modified slightly due to a change in location of the water lines. Legal has OK’d this
being a condition of site acceptance rather than a prerequisite.
10. Submit a Bill of Sale for all infrastructure being turned over to the City for ownership and maintenance
(streets, utilities, ponds, sidewalks, etc.). Use the City’s standard Bill of Sale form. Submit final document
to the Finance Department. This includes the cost sheet.
• All infrastructure to be maintained by the city was turned over as part of the Winter Springs
Marketplace site acceptance.

11. Receive Approvals from all City Departments (Planning, Engineering, and Building) and Seminole County
Fire Department and Submit Proof of Completion.
• Approval received from all departments and Seminole County Fire Department.
12. Submit Letter from Engineer to SJRWMD Certifying Improvements (SJRWMD standard certification
form).
• Completed.
Notes:
• Item #’s 3, 4, 6, 8, and 10 were completed as part of the Site Acceptance process for the Winter
Springs Marketplace.
