TITLE
Winter Springs Boulevard Speed Limit Discussion
SUMMARY
Construction of various safety enhancements along Winter Springs Boulevard have
been underway since May 3, 2023, and residents are advised to take note of upcoming
speed limit changes as part of those improvements. Effective June 19, 2023, the speed
limit along Winter Springs Boulevard was reduced from 30 to 25 miles per hour,
spanning from Tuskawilla Road to the City limits. On March 13, 2023 the City
Commission approved the reduction in the speed limit during the regular Commission
meeting. The decision to lower the speed limit was made to ensure greater
consistency in speed limits along the roadway. The Commission again considered the
speed limit on August 28, 2023 but no action was taken to further change the speed
limit.

RECOMMENDATION
The Commission previously voted to decrease the speed limit from 30 MPH to 25 MPH.
Since the June 19, 2023, speed limit change, many residents have voiced concerns over
lowering the speed limit. Staff recommends that the Commission review previous
speed and crash data to determine if any adjustment to the speed limit is warranted.
Over the past nine years, speed data has been collected on Winter Springs Boulevard.
During these studies, the average 85th percentile speed collected was 31.18 MPH.
The 85 th percentile speed is the speed at or below which 85 percent of the drivers
travel on a road segment. Motorists traveling above the 85th percentile are considered
to be exceeding the safe and reasonable speed for the road and traffic conditions.
Additionally, ten years of crash data show zero crashes with severe bodily injury or
being fatal.
