SUMMARY Parent Teachers Associate (PTA) of Keeth Elementary has requested waiver of Pavilion rental fees which would be offset by their agreeing to do a Trotwood Park Clean-up event. This event would take place no later than May 25, 2024. The duration of the event will be 2 hours. The clean-up activities will be limited to tasks that are safe and suitable for children and families to perform. PTA will invite all Keeth Elementary School families to attend but cannot guarantee a minimum number of participants. The clean-up tasks include, but are not limited to: Picking up litter and debris within arm's reach. Removing small trash items such as bottles, candy wrappers, and similar waste. Ensuring the cleanliness of picnic areas, pavilions, and surrounding grounds. Excluded Activities: Activities that require the use of tools, equipment, cleaning agents or professional expertise are not within the scope of this clean-up event. These include, but are not limited to: Tree trimming or pruning. Power washing. Large debris removal. Laying down mulch or landscaping work. Removal of animal waste or biohazards. Any activity that poses a safety risk to children and families. Safety Precautions: PTA shall provide guidance and supervision to ensure the safety of all participants during the clean-up event. All participants will be encouraged to wear appropriate attire, including gloves and closed-toe shoes. The PTA will use existing trash cans to dispose of debris and ask for participants to wear gloves. No cleaning agents will be used by children or families. FUNDING SOURCE RECOMMENDATION Staff recommends the City Commission approve the Memorandum of Understanding with the Parent Teachers Association at Keeth Elementary to waive the Pavilion Rental Fees in exchange for a Clean-up day at Trotwood Park. In addition, authorize the interim City Manager and City Attorney to prepare and execute any and all applicable contract documents consistent with the agenda item. 9 The City of Winter Springs MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding, entered into ________day __________, 2023 by and between the City of Winter Springs, State of Florida, exis�ng under the Laws of Florida, hereunder called the CITY and The Keeth Elementary Parent Teachers Associa�on, hereina�er called the PTA . W I T N E S S E T H WHEREAS, the CITY has rental fees for the use of City Pavilion’s located in City Parks. The PTA has requested a MOU be agreed to which will waive the rental fees for Pam Carol Pavilion, in lieu of the PTA members providing a Clean-up Trotwood Park event. WHEREAS, the par�es hereto mutually recognize the need for entering into an Memorandum of Understanding designa�ng and se�ng forth the responsibili�es of each party. NOW THEREFORE, for and in considera�on of the mutual benefits to flow each to the other, the par�es covenant and agree as follows. 1. The CITY shall be responsible for reserving the Pam Carol Pavilion for use by the PTA on the day that is requested, available and in a clean condi�on. The rental fee will be waived. 2. The PTA in return for the use of the Pavilion rent free shall conduct a clean-up event of Trotwood Park . This event will take place no later than May 25, 2024 at a �me agreeable by CITY staff.
