HomeMy WebLinkAbout2023 10 30 City Commission Special Meeting Minutes CITY COMMISSION SPECIAL MEETING MINUTES MONDAY, OCTOBER 30, 2023 AT 6:30 PM CITY HALL – COMMISSION CHAMBERS 1126 EAST STATE ROAD 434, WINTER SPRINGS, FLORIDA C I T Y C O M M I S S I O N M I N U T E S | S P E C I A L M E E T I N G | M O N D A Y , O C T O B E R 30, 2 0 2 3 | P A G E 2 O F 4 CALL TO ORDER Mayor Kevin McCann called the Special Meeting of Monday, October 30, 2023 of the City Commission to order at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor Kevin McCann, present Deputy Mayor Rob Elliott, present Commissioner Matt Benton, present Commissioner Victoria Colangelo, present Commissioner Ted Johnson, present Commissioner Cade Resnick, present Interim City Manager Phil Hursh, absent City Attorney Anthony Garganese, absent City Clerk Christian Gowan, present Pastor Bob Melhorn led the invocation followed by the Pledge of Allegiance. Mayor McCann noted the need to discuss the scheduled November 13th Commission Meeting and explained that it conflicted with the Joint Legislative Auditing Committee (JLAC) Meeting to discuss the operational audit. Brief discussion followed on alternative dates and availability and it was determined that a decision could be made after determining the next steps for the City Manager selection process. Ms. Janet Pinnell, 80 Michael Blake Boulevard noted a petition signed by Savoy residents to install a traffic signal at SR 434 and Michael Blake Boulevard, noted multiple accidents, and submitted photos for the record1. Mr. Robert Miller, 679 Silver Creek Drive, Winter Springs asked for clarification on public input and noted he would speak at the second public input section. Mayor McCann closed Public Input. C I T Y C O M M I S S I O N M I N U T E S | S P E C I A L M E E T I N G | M O N D A Y , O C T O B E R 30, 2 0 2 3 | P A G E 3 O F 4 REGULAR AGENDA 500) Discussion on City Manager Selection Process Mayor McCann reiterated the important nature of this decision and shared concerns about losing candidates if the process took too long. Brief discussion followed on possible formats for in-person interviews. Ms. Audra Cross, Korn Ferry, noted that candidates would typically have one full day in the community. Further discussion followed on availability, timing of interviews in relation to holidays, considerations related to JLAC, and who would be brought forth for an interview. Commissioners Resnick and Colangelo shared concerns about the top scored candidate and the process respectively. Further discussion followed on the pool of candidates, involvement of past staff in the process, the possibility of the City advertising the position separately while continuing with the in -person interviews of the current candidates, and the further concerns about timing and potentially losing candidates. The Commission agreed that dates to be considered for in-person interviews were November 20, November 30, and December 1. "MOTION TO APPROVE TOP 2 CANDIDATES (DOUGHERTY AND MILLER) BE BROUGHT IN-PERSON TO INTERVIEW FOR POSITION OF CITY MANAGER." MOTION BY COMMISSIONER JOHNSON. SECONDED BY DEPUTY MAYOR ELLIOTT. DISCUSSION. VOTE: BENTON (AYE); COLANGELO (AYE); JOHNSON (AYE); RESNICK (NAY); ELLIOTT (AYE) MOTION CARRIED 4-1. Ms. Cross noted she would work to schedule the interviews and Mr. Gowan noted he was comfortable working with Korn Ferry to develop a draft itinerary to be brought back before the Commission for their consideration to include 30-40 minute individual meetings with each commissioner followed by a group lunch and formal interview session. The Commission then discussed the rescheduling of the November 13th Commission Meeting and it was agreed to move the date to November 16th. PUBLIC INPUT Mayor McCann opened Public Input. Mr. Robert Miller, 679 Silver Creek Drive, Winter Springs asked that City consider residents in this decision and asked that a written statement he prepared be entered into record2.
