SUBJECT: Troubling Agendas?
In March of this year, as a newly elected Commissioner of this city, appointed to a local council,
you publicly enquired about ways and means in which you could fire the city manager of Winter
Springs. Others at this meeting were amazed and troubled by your line of questions, and finally
informed you that your enquiries to them were inappropriate and to seek guidance elsewhere.
Your conduct resulted in your being removed from this council.
You accomplished your goal however as the City Manager then resigned. This is regrettable
because two audits of this city that followed were undertaken because of other's public
allegations of rampant city mismanagement and even malfeasance which was harming the
38,000 city residents with suspected violations of state ethics laws, a complete lack of
transparency, taxpayer funded misinformation campaigns, censoring residents, and possible
public corruption, and even profiteering with a commissioner. Then you supported a search to
find a new City Manager and five possible candidates were presented in early October 2023.
But on 11 October 2023, only a few days later, and before any city meetings took place, you
sent a public email to the City Clerk, the City Manager, and the City's attorney, and publicly
announced: "I am not impressed with any of these candidates."
This email was inappropriate, uncalled for, and irresponsible. Your email endangered a
professional process which the public demands you should treat very seriously. Why would any
applicant now accept employment in this city when you have already summarily dismissed all of
them because you were not impressed.

In view of the foregoing I would suggest the City of Winter Springs Commission avoid further
embarrassment and offer the City Manager position to Mr. Phillip Hursh, the existing interim
city manager.
