SUMMARY RECOMMENDATION Staff recommends the Committee approve the Minutes from the April 13, 2023 Veteran and Veteran's Family Advisory Committee Regular Meeting as presented. 4 CITY OF WINTER SPRINGS, FLORIDA MINUTES VETERAN AND VETERAN FAMILY ADVISORY COMMITTEE REGULAR MEETING APRIL 13, 2023 CALL TO ORDER Chairperson Gerry Marino called to order the Thursday, April 13, 2023 Regular Meeting of the Veteran and Veteran Family Advisory Committee at 5:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Gerry M Marino, present Vice-Chairperson Robert Miller, absent Board Member Richard E. REGULAR AGENDA - PART I 500) Election for Chairperson of the Veteran and Veteran Family’s Advisory Committee for Calendar Year 2023 Chairperson Marino opened the nominations for Chairperson. BOARD MEMBER SIMS NOMINATED CHAIRPERSON MARINO TO RETAIN HIS SEAT AS CHAIRPERSON. CHAIRPERSON MARINO ACCEPTED THE NOMINATION. NO OTHER NOMINATIONS WERE MADE. MOTION PASSED WITH UNANIMOUS CONSENT BOARD MEMBER MARINO WAS ELECTED CHAIRPERSON FOR CALENDAR YEAR 2023. 501) Election for Vice-Chairperson of the Veteran and Veteran Family’s Advisory Committee for Calendar Year 2023 CHAIRPERSON MARINO NOMINATED BOARD MEMBER SEGURA FOR VICE-CHAIRPERSON. No discussion. 301) Approval of the Wednesday, April 20, 2022 Veteran and Veteran Family Advisory Committee Regular Meeting Minutes. No discussion. Not Used REGULAR AGENDA - PART II 502) City of Winter Springs Event Calendar Mr. Brian Dungan introduced the item and relayed the intent of wanting to get feedback from the Committee on how to include Veterans and Veteran Groups in more events within the City. Current City events Veterans could be included on was discussed along with the opportunity for Veteran involvement and recognition. Suggestions were also given on various Military groups the City could work with to include more Veterans. Further discussion ensued on specifics for the Fourth of July event, Veteran’s Day event and delegating someone on the Board to be a liaison to speak with Staff. The Committee gave consensus on designating Vice- chairperson Segura to be the Staff liaison. PUBLIC INPUT Chairperson Gerry Marino opened Public Input. 6 CITY OF WINTER SPRINGS, FLORIDA MINUTES VETERAN AND VETERAN FAMILY ADVISORY COMMITTEE REGULAR MEETING – APRIL 13, 2023 PAGE 3 OF 3 P L A N N I N G A N D Z O N I N G B O A R D / L O C A L P L A N N I N G A G E N C Y R E G U L A R M E E T I N G | W E D N E S D A Y , J U N E 5 , 2 0 1 9 | P A G E 3 OF 3 Mr. Rob Elliott, 925 Chokecherry Court, Winter Springs thanked the Committee on their work and suggested the Committee picking dates that coincide with their events to meet. Additionally, Mr. Elliott suggested including Veteran’s in the 9/11 event alongside the First Responders. Chairperson Gerry Marino closed Public Input. REPORTS Vice-Chairperson Segura gave the suggestion of having the Memorial Day event at the Veteran’s Memorial in the City and having the Color Guard from Winter Springs High school be present. Staff relayed it would be looked into but there may be some monetary decision involved that would need to be approved by the City Commission. Additional concern was presented relating to turnout, traffic, special event permits and cost of Police personal. The Committee agree to table to discussion for next year’s Memorial Day event. Discussion continued on the Seminole County Veteran Services now offered within the City, the retirement Flag boxes that will be located at main City Offices and holding a recognition ceremony for City employee who are Veterans during a Commission Meeting near Veteran's Day. ADJOURNMENT Chairperson Gerry Marino adjourned the Regular Meeting at 6:43 p.m. RESPECTFULLY SUBMITTED: ____________________________________ TRISTIN MOTTER ASSISTANT CITY CLERK NOTE: These Minutes were approved at the__________, 2023 Veteran and Veteran Family Advisory Committee. 7 REGULAR AGENDA ITEM 500 VETERAN AND VETERAN FAMILY ADVISORY COMMITTEE AGENDA | JULY 13, 2023 REGULAR MEETING TITLE Update on Seminole County Veteran Walk-in Services SUMMARY The City of Winter Springs is currently partnered with Seminole County Veterans Services to have an outreach post at the Senior Center. The outreach started in November of 2022 being available to Veterans the second and fourth Monday of each month. Veterans Services provided the following statistics at the six month mark back in May 2023. "Total clients seen over 11 days was 28, for an average of 2.5 clients per outreach. With an average time with the client being around 20 minutes long, we’re looking at around an hour or so of work per outreach. The outreach started off strong with a good November and December, but it’s definitely cooled down the last couple of months." Seminole County Veteran Services asked for feedback or input in regards to the outreach. RECOMMENDATION Staff recommends the Veteran & Veteran Families Advisory Committee review the information and discuss any changes or suggestions for the Seminole County Veteran Services Officers. 8 REGULAR AGENDA ITEM 501 VETERAN AND VETERAN FAMILY ADVISORY COMMITTEE AGENDA | JULY 13, 2023 REGULAR MEETING TITLE Discussion on City Veterans Day Ceremony SUMMARY The City annually celebrates Veteran's Day with the naming of a Hometown Hero and a tribute event. The details for this year's event are below: Veterans Day Tribute Saturday, November 11, 6pm - 7pm Veterans Memorial at Town Center Please join the City of Winter Springs as we honor our nation’s heroes. This event offers a time to honor our 2023 Hometown Hero and remember veterans and those who have made the ultimate sacrifice for our freedom. Staff is seeking recommendations on how to increase veteran participation for this event and hearing further suggestions. RECOMMENDATION Staff is seeking recommendations from the Committee related to the Veteran's Day Event. 9
