advised that one (1) or more Members of any of the City's Advisory Boards and Committees may be in
attendance at this Meeting, and may participate in discussions.
Persons with disabilities needing assistance to participate in any of these proceedings should contact the
City of Winter Springs at (407) 327-1800 "at least 48 hours prior to meeting, a written request by a
physically handicapped person to attend the meeting, directed to the chairperson or director of such
board, commission, agency, or authority" - per Section 286.26 Florida Statutes.
"If a person decides to appeal any decision made by the board, agency, or commission with respect to
any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and
that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which the appeal is to be based" - per Section

TITLE
Seminole County Veteran Walk-in Services presentation
SUMMARY
At the July 13th Committee meeting staff gave a brief update on the Seminole County
Veteran Service Walk-in services provided at the City of Winter Springs Senior Center.
The Committee asked staff to invite the Veteran Service Officers come in and do a
small presentation of the Committee.
FUNDING SOURCE
RECOMMENDATION
Staff recommends the Veteran and Veteran family Committee receive the presentation
from the Seminole County Veteran Services as presented.

JULY 13, 2023
CALL TO ORDER
Vice-Chairperson Michael Segura called to order the Thursday, July 13, 2023 Regular Meeting
of the Veteran and Veteran Family Advisory Committee at 5:30 p.m. in the Commission
Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

REGULAR AGENDA
500) Update on Seminole County Veteran Walk-in Services
Assistant City Clerk Motter opened and relayed stats provided by the Seminole County
Veterans regarding how the current Seminole County Veteran Walk-in Service has been going
over the last six months. Veteran Services was seeking feedback or any suggested changes
from the Veterans Committee. Discussion ensued on the Seminole County Veterans Services
within the City and surrounding areas. The Committee gave change discretion to the Seminole
County representatives but do not want to see it discontinue completely. Staff will relay the
recommendation to the representatives.
501) Discussion on City Veterans Day Ceremony
Mr. Brian Dungan opened the item relating to the Veterans Day Ceremony relaying staff is
seeking suggestions and recommendations from the Committee on inclusions. Mr. Dunigan
relayed the normal event timeline for the Committee. A request to have a chaplain for the
invocation and youth groups represented at the event was given. Staff relayed that at past
events the Winer Springs Reserve Officers' Training Corps (ROTC) performed the flag raising
an honor guard. Additional suggestions were given to including the Scouts of the area and the
Young Marines even though they are not a Winter Springs group.
Discussion continued on the Veteran staff within the City employees and having recognition
for them as well as suggesting doing a “Veteran of the Month or Year.” Staff asked if the Board
had any nominations for the Hometown Hero they may want to provide for this year and the
Board gave the suggestion of sending out a nomination request for the Hometown Hero
through the City Newsletter.
Additionally, the Board suggested obtaining a Keynote speaker for such events as Veteran’s
Day, 4th of July, etc.; recognizing the Vietnam Veterans and giving them their Pins at these
events as well.
Summarization of the full discussion and the recommendations was given, and the
Committee gave unanimous consent for staff to move forward with the recommendations.

REPORTS
Discussion regarding the Beer vendor for the 4th of July event and alternated organizations
that supply it ensued. Staff gave some background and agreed to investigate alternating
between the Rotary Club and VFW as the vendor. The Board also thanked the staff present for
their work with the event.

Hometown Hero Proposed Selection Process
January
• The application process is open to all residents of Winter Springs
for the 2024 Hometown Hero nominations.
• Nominations will be formally sent in to
communications@winterspringsfl.org.
April
• The application process is closed prior to the Veteran and Veteran
Family Advisory Board’s meeting.
• All nominations will be presented to the Veteran and Veteran
Family Advisory Board.
• The review process will begin to select a nominee.
July
• The selection of the Hometown Hero is formally voted on and
finalized.
• Discussions on the Veteran’s Day Tribute begin in preparation for
the event on November 11th.
