HomeMy WebLinkAbout2022 03 14 item 400 PresentationWinter Springs Town Center Completion of the Hickory Grove Neighborhood Project Finance & Development Mattamy Homes SEMINOLE COUNTY AERIAL 1980 •Between 1972 and 1980 Lewis and Juanita Blumberg purchased approximately 30 acres in Seminole County Florida BLUMBERG PROPERTY 1987 – Blumberg Property annexed to the City of Winter Springs with a Light Industrial Future Land Use and C-2 and C-1 Zoning Major Permitted Uses Under C-1 •Alcoholic beverage sales (package) & on-premise consumption; •Appliances, sales and service; •Automotive accessories sales; •Cleaners; •Grocers and/or retail; •Hospital and nursing homes; •Offices, professional and business; •Parking Garages; •Retirement homes; •Restaurant and outdoor dining; cafes; Major Permitted Uses Under C-2 •Automotive sales and vehicular storage of untagged vehicles associated with an automotive sales dealership; •Automotive renting and leasing; •Automotive tires; •Baker (wholesale); •Building and plumbing supplies; •Bus terminal; •Grocer, wholesale; •Full-service gas stations; •Mobile home sales; June 09, 1997 Commission Agenda/Minutes BLUMBERG PROPERTY •The City started planning for the S.R. 434 Corridor and Town Center in 1995 •Between the summer of 1995 and early 1997 the City held various planning sessions to better define the Community goals for the S.R. 434 Corridor and the Town Center. •The Final “Town Center” Overlay District was established in June 9, 1997 (Ordinance 661), and the City Commission directed City staff to prepare a comprehensive plan amendment and prepare a zoning change that would be in accordance with the development of the Town Center. In February, 1998 the City of Winter Springs created this plan through a design session involving the community and a team of design professionals. The session lasted seven days, with the first 2½ days devoted to interviews with community leaders and stakeholders concerning their visions for the Town Center. These participants included property owners, presidents of Homeowners Associations within the city, developers, the Mayor and City Commissioners, City staff, Seminole County staff, and representatives from the Tourist Development Council, the Economic Development Council and the Florida Department of Transportation. Hickory Grove Neighborhood Surrounds a portion of an Existing stand of hickory trees preserved within a public park. The City’s vision for a traditional town center includes townhouses. PROJECT SITE •From 1998 to 2000 City Staff and Planning Consultant Dover- Kohl worked with property owners on fine-tuning the Master Plan. •The City staff completed the necessary Comprehensive Plan Amendment (Ordinance No. 2000-10 Approved on 4/24/2000) and development of the Town Center District Code (Ordinance No. 707 Approved on 6/12/2000) 5.92 AC - LAND PROVIDED TO THE STATE FOR CITY PARK (2000) 2.42 AC - LAND PROVIDED TO THE CITY FOR BEAR SPRINGS DR AND BLUMBERG BLVD (2001, 2002, 2005) 4.23 AC - LAND PROVIDED TO SEMINOLE COUNTY SCHOOL BOARD (1994) 29.20 AC - ORIGINAL BLUMBERG PROPERTY 12.30 AC - HICKORY GROVE NEIGHBORHOOD (PROJECT SITE - 2021) 4.42 AC - RIZE AT WINTER SPRINGS (2004) 30’ ACCESS EASEMENT PROVIDED BY BLUMBERG PROPERTY FOR THE USE OF THE CITY (2001) PROJECT SITE The Blumberg property is identified in the Town Center District Code as T4 (General Urban Zone). PROJECT SITE PROJECT SITE Water Conservation •Onsite irrigation well provides irrigation to all common areas and each lot eliminating the need to use the City’s drinking water for irrigation. •Bahia sod will be used throughout the site. Bahia sod is a native grass that uses approximately 50% less water than Saint Augustine grass. •Xeriscape landscape design features slow-growing, drought- tolerant plants that conserve water and establish a waste-efficient landscape. •Using native, Florida-friendly plants that will thrive on the site creates a sustainable landscape that is environmentally friendly and aesthetically pleasing. •Unlike traditional irrigation controllers that operate on a preset program schedule and timers, smart irrigation controllers monitor weather, soil conditions, evaporation and plant water use to automatically adjust the watering schedule to actual conditions of the site.
