Roll Call: Chairperson Terri Bivona, present Vice-Chairperson Ellen Paul, present Committee Member Skip Arok, absent Committee Member Dennis Jones, present Committee Member Tom Vagnini, present City Clerk Christian Gowan, present Also present: Casey Howard, Deputy City Manager Donna Bruno, Interim Director, Finance Department Kevin Maddox, Landscape Manager, Urban Beautification A moment of silence was followed by the Pledge of Allegiance. CONSENT AGENDA 300) Approval of the Minutes from the January 18, 2023 Tuscawilla Lighting and Beautification District (TLBD) Advisory Committee Regular Meeting "MOTION TO APPROVE." MOTION BY COMMITTEE MEMBER VAGNINI. SECONDED BY VICE- CHAIRPERSON PAUL. DISCUSSION. VOTE: JONES (AYE); VAGNINI (AYE); PAUL (AYE); BIVONA (AYE) MOTION CARRIED 4-0. Not Used REGULAR AGENDA 500) Quarterly Fiscal Year-To-Date Expenditure Details Ms. Bruno noted things were progressing normally for the second quarter. Discussion followed on the quarter end date, pumps, and associated repairs. Mr. Maddox noted repairs were related to Hurricanes Ian and Nicole, detailed impacts, spoke about reserve pumps, a pipe collapse, and the need for additional repairs. Further discussion followed on available maintenance records, the cost of moving pump structures, the cost of the pipe collapse repair, and the history of waterproofing the pump vaults. 501) Preliminary Capital Budget Fiscal Year 2024 Ms. Bruno noted the previously budgeted dollars, approximately $35,000.00, to conduct an assessment were currently on hold and being reexamined for 2024. Ms. Bruno recommended the Committee approve moving to the current maximum allowable rate ($128.00) to cover additional expenses and inflation related increases. “I MOVE THAT WE INCREASE THE ASSESSMENT RATE FROM $120.00 TO THE LEGAL MAXIMUM OF $128.00” MOTION BY VICE-CHAIRPERSON PAUL. SECONDED BY COMMITTEE MEMBER JONES. DISCUSSION. VOTE: JONES (AYE); VAGNINI (AYE); PAUL (AYE); BIVONA (AYE) MOTION CARRIED 4-0. Ms. Bruno briefly reviewed further the preliminary capital budget expenses for FY 2024 and provided an update on lighting replacement. 502) Update on Tuscawilla Lighting and Beautification District (TLBD) Projects Mr. Maddox provided an update on TLBD projects including dying plantings related to a reclaimed irrigation issue in medians which left plantings without irrigation for five weeks. Mr. Maddox noted that replacement was necessary and new sod and plantings were planned for installation. Discussion followed on median observations and conditions, the possibility of meeting the landscape company representatives from Nelson Outdoors, planned pressure washing and repainting of median curbs, planned tree plantings, and a timeline for monument upgrades.
