SPECIAL MEETING MINUTES
MONDAY, JULY 17, 2023 AT 6:30 PM

CALL TO ORDER
Mayor Kevin McCann called the Special Meeting of Monday, July 17, 2023 of the City Commission to
order at 6:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State
Road 434, Winter Springs, Florida 32708).
Roll Call:

Deputy Mayor Rob Elliott, present
Commissioner Matt Benton, present
Commissioner Victoria Colangelo, present
Commissioner Ted Johnson, present via telephone
Commissioner Cade Resnick, present
Interim City Manager Phil Hursh, present
City Attorney Anthony A. Garganese, present
City Clerk Christian Gowan, present
A moment of silence was held followed by the Pledge of Allegiance.
Mayor McCann asked if there were any changes to the agenda . Commissioner Resnick asked about
adding a discussion regarding the City Manager search and process.
“I MOVE THAT WE ADD A DISCUSSION OF THE CITY MANAGER SEARCH PROCESS TO THE
AGENDA.” MOTION BY COMMISSIONER RESNICK. SECONDED BY COMMISSIONER COLANGELO.
DISCUSSION.
VOTE: BENTON (NAY); COLANGELO (AYE); JOHNSON (NAY); RESNICK (AYE); ELLIOTT (NAY)
MOTION FAILED 2-3
Further discussion followed and it was noted that the process would be discussed at a future meeting.
Interim Manager Hursh noted that Korn Ferry would be speaking with Staff tomorrow to discuss
confidentiality concerns and planned meetings with Commissioners.

500) Tree and Debris Removal Contract
Mr. Hursh noted excitement about getting the process underway, thanked Mr. Stuart MacLean,
Procurement Manager, Finance Department for his work on the process,and noted the lowest bidder
(Looks Great Services) had recently completed similar work in Oviedo and their commitment to a 60-
day project.
Discussion followed on legal agreements to be drafted, the experience of the companies, and the
work of Staff to get appropriate access agreements.
Mr. MacLean noted that the City had received six responses, all of whom had experience, reiterated
the work the lowest bidder had completed in Oviedo, which consisted of debris cleanup, and noted
that he had reached out to Oviedo and heard no complaints.
Further discussion followed on the wide price range provided by the bidders and previous discussions
to split the work between the east and west parts of the City. Mr. MacLean noted the wide range could
be associated with risk, noted that Oviedo had been happy with the work completed, and noted the
right to terminate the agreement if work was not to the appropriate standards.
"MOTION TO APPROVE [AWARDING TREES AND DEBRIS REMOVAL CONTRACT TO LOOKS GREAT
SERVICES FOR A TOTAL FEE OF $276,760.00 WITH WORK TO BE COMPLETED WITHIN 60-DAYS
OF NOTICE TO PROCEED AND AUTHORIZING THE INTERIM CITY MANAGER AND THE CITY
ATTORNEY TO PREPARE ANY AND ALL DOCUMENTS CONSISTENT WITH THIS AGENDA ITEM]."
MOTION BY COMMISSIONER RESNICK. SECONDED BY DEPUTY MAYOR ELLIOTT. DISCUSSION.
VOTE: BENTON (AYE);COLANGELO (AYE);JOHNSON (AYE); RESNICK (AYE); ELLIOTT (AYE)
MOTION CARRIED 5-0.

No one addressed the Commission.
Mayor McCann closed Public Input.
Commissioner Resnick commented further on the importance of the City Manager search and hiring
process. Commissioners agreed that this should be placed on a future agenda.
ADJOURNMENT
