Neisler he was currently on a call for service related to code enforcement matters and an elder services matter potentially. His concerns on scene at the address of 755 Bear Creek Circle pertained to Alice Conradi and the belief she may fit criteria for evaluation under the Baker Act. Prior to arrival at the residence, I researched CAFÉ and located the elder intervention report: 2021EI000304. This was completed by Ofc. Colangelo and Ofc. Fugate. Upon my arrival, I observed the home and found it to almost completely covered by an overgrowth of vegetation on the property. The front lawn and side yard was also overgrown and stood in stark contrast to the surrounding homes. As I approached from the driveway to the rear of the residence where Ofc. Neisler and Code Enforcement Officer Quinn were located, I could smell the distinct and strong odor of cat urine. As I approached to the rear, the smell was stronger however I did not see any cats roaming about. Once at the rear I noticed windows to the home were open and it appeared this was the source. Ofc. Neisler and Ofc. Quinn were speaking with Ms. Conradi . Ms. Conradi was seated on the back patio portion of the home among a very large collection of trash, debris, boxes, and even indoor furniture which was piled upon itself. There was a clothing line of sorts which held a variety of women’s garments attached to the porch. There were sheets and towels which also appeared dirty. Around the corner from the porch on the left hand side by a rear garage door, was a shower caddy with personal hygiene products under an outdoor shower. The largest pile of items encompassed most of the porch and there was only a narrow pathway between the side entrance and the door to the home. The amount of items were piled in a manner which stood taller than her when she was seated in a small chair. Ms. Conradi appeared to be wearing soiled clothing and did not appear to have bathed recently. A city employee with Public Works had responded to the residence while we were there to verify and attempt to patch the break in the water line. It was confirmed by his records the home had not had running water for four weeks. Ms. Conradi stated the man was mistaken. Ms. Conradi appeared to be very intelligent and well spoken. She was also aware of the over-all condition of the home. To include the fact she was living amongst the corpses of cats in various forms of decomposition, but had not done anything about it. Ms. Conradi went on to discuss her current living situation where it seems she has chosen not to live inside the residence and is primarily outside. This includes her using the back lawn or other facilities for her restroom needs when they arise because she has not had running water. She has however elected to sleep in a small chair located in the house at night. This appeared to possibly stem from her adult son’s passing in 2019. Ms. Conradi stated she has virtually not been inside the residence with out purpose. Ms. Conradi was allowed to enter the home prior to departing and stated she wanted to feed her cats. The total number of cats inside the residence remains unknown because Ms. Conradi could not quantify that. I stood at the doorway to the rear of the residence which opens into the kitchen as she did so. There was an overwhelming odor of urine and feces inside. The floor is virtually not visible as it is covered in dust, large amounts of hair, debris, dirt, food, and feces. The inside of the residence is dark and I could see possibly four different cats when she entered as they climbed around on the counters and kitchen appliances. There are large amounts of big Rubbermaid containers which hold a variety of household products and possibly food. These containers are also streaked with cat feces and other dirt. Ms. Conradi filled a large auto feeder to the top with cat food and also bowls with water from an available jug. The Special Hazards team of the Seminole County Fire Department arrived at my request for obtaining an air sample do determine the quality. A field officer from Seminole County Animal Control also arrived for the cat situation. The Special Hazards unit conducted an air quality test and informed me the test calculates for short term exposure of 8 hours. In this test, the threshold for hazard is at 35 parts per million. Just from the doorway of the home which has a larger dispersion value due to draft, it reflected 50 parts per million. This was further explained to mean that inside the home if the sample was taken deeper, it would be at considerably higher amount. A bagged sample of the air was collected and provided to myself. This was later entered into Property for further testing. The sampling device indicating 50 parts per million was also provided and entered into Property. After a discussion with members of the unit, it was determined entry into the home without self-contained breathing gear, protective equipment, and venting the home, was not advised. A trap was also left by Seminole County Animal Control to start the process on collection. I was informed as long as the trap was there with food, a check at the residence would be completed and law enforcement would be contacted. After this, the home was secured and I took the keys for entry into Property. Ofc. Quinn took over the remainder of her investigation in this case and ultimate posted signs indicating the home was now condemned and this was documented with the proper city paperwork. Given the nature of this entire incident and noting Ms. Conradi had no friends in the neighborhood nor immediate family nearby, I located information on her remaining son, Daniel Vegas. I attempted contact with him but this has continued to be unsuccessful. His information was obtained through FINDER in a pawn history report I located. At this time this is the extent of my involvement. Ofc. Neisler did contact Adult Protective Services and informed them of everything as 22 this case stands, since original contact just prior to this was documented with them. I have also contacted Rebecca Hamilton with the Seminole County Sheriff’s Office to make her aware of the elder case we currently have in an attempt to bring further assistance to Ms. Conradi. The trap at the residence was checked on November 21st of 2021 and found to not have a cat inside of it. I arranged to meet Officer Terry Niseler at the location to help me perform a well-being/health check on the property owner Alice Conradi and to have FD perform an air quality test and the animals to be checked out by Animal Control. I was also asked to investigate a possible code violation at this location. When Ofc. Niseler and I arrived we knocked at the door, upon getting no response Ofc. Niseler went to check the vehicle parked in the driveway and the rear of the property. Ofc. Niseler called me over the radio to advise me that he had made contact with the property owner and I walked to the back to meet him. We talked with Ms. Conradi for several minutes about the well-being check that Ofc. Colangelo and Ofc. Fugate conducted and the information that was included in their report. Mrs.Conradi said her water had been off for about a week because of a leak that she believed was located on the city right of way and she refused to pay for it to be repaired. She stated that she had been down to the water department and was given a number to call which she produced. I asked her what they said when she called and she stated she hadn`t called yet because she has been too busy. I encouraged her to call while we were with her and she eventually dialed the number. Mike from the utility department answered and she explained to him that the police department and code enforcement were at the residence and asked if he could meet up with us to determine where her leak was located. He agreed to come out and stated it would take approximately 45 minutes. During our conversation, Ms.Conradi stated several times that she must look crazy to us because she was sitting on her back porch cutting up Magnolia leaves with her kitchen scissors for therapy because her son had died of an overdose in the house in 2019 and this was helping her deal with his loss. She pointed to a large stack of boxes and misc. items behind her saying that these were his belongings and that she needed to sort through them when she had time. Ofc. Niseler asked her if she had talked to anyone about his death and she said yes and that everyone stated his death was her fault so she quit going to therapy. She then explained to us that her son had been in and out of rehabs since he was in middle school and that she had tried everything to help him. At the time of the overdose, he was living with her again. During our conversation with her, the information was coming out of sequence and she would get distracted. I explained to her again why I was there and that from my initial assessment I was going to put her property into violation. She begged me not to put her violation and stated that she was going to clean it up this week. I explained that it was out of my hands at this point and would take much longer than a week to clean this up and that I was willing to work with her on the timeline if she would be willing to let the Fire Department do an air quality test and have animal control check the cats out to make sure they are healthy. She became very agitated and told me she didn`t want that to happen. She said the cats were all healthy and the air inside was just fine, I mentioned that the previous report stated that she had respiratory issues and that the conditions inside the house could be causing her to not feel well to which she said she has had her conditions since childhood. I brought up the dead cat observed inside and she stated it died shortly after her son passed and she did not have the mental capacity to deal with another death so she left the cat. She stated repeatedly that she had a plan and I said that is a great start but we have to actually implement the plan to correct the many code violations. Ofc. Niseler stepped away to call Sgt.Philbrook about the possibility of Baker Acting Ms. Conradi and I continued to speak to Ms. Conradi about her living conditions. She admitted she had not been in the main part of the house since her son died in 2019, she has been using the outdoor shower next to the back porch to bathe and I asked her where she used the restroom she said at school, I asked her what she did in the evenings and weekends and she stated she used the bathroom at Publix when she was shopping and finally admitted she was going to the bathroom in the backyard when she needed to. She showed me a bowl with a yellow cloth that she has been using to bathe since her water has been turned off, Ms. Conradi went on to explain that she heats the water in the microwave and uses the cloth to wash with. I asked her how she did her laundry and she just shrugged her shoulders. I then asked her how many cats were in the house, initially she said three or four then later stated that she didn`t know for sure as she only goes from the back porch to the kitchen. At this time I gained Ms. Conradi`s permission to take some photographs of the exterior porch area and pictures through the windows so that I would be able to document her progress when she started her clean up efforts. Sgt. Philbrook arrived to assess the situation and Ms.Conradi became agitated again and was unclear why we were making such a big deal out of her situation. I left at this time to go out front to check if Mike from the Utilities Department had arrived to assess the broken pipe causing the water leak. Mike was out front and I introduced myself, briefly explained what was going on and he advised me that the water had been shut off for nearly a month and not a week as Ms. Conradi stated. He explained that her water bill had gone from $69 to over $700 during the last billing cycle flagging her property as having a possible leak. The water was shut off at that time and a notice was left for the homeowner. Ms. Conradi did come down to the water department and demand that her water is turned back on saying she would handle the issue causing the leak. The water department turned the water back on for her and when she didn`t make the repair and they could not contact her the water was shut off again. I went back again to speak to Sgt. Philbrook, Ofc. Niseler and Ms.Conradi about the water. Ms.Conradi appeared very confused with the timeline and the conversations between herself and the water department. It was determined that because of Ms.Conradi`s confusion and unresolved grief over the loss of her son, there was no running water at the house and the current living conditions at the property for Ms. Conradi and for her undetermined number of animals living in the house that it was in her best interest to remove her from the property and have her evaluated. She was unwilling to go at first but I asked her to make sure that the cats had food and water before she left and she went in and filled the bowls from a large plastic tote filled with cat food on the kitchen counter. While she was inside feeding the cats the door was open, Sgt. Philbrook was standing in the doorway observing Ms. Conradi. The smells from the interior of the home were overwhelming almost to the point of gagging. Ms. Conradi was also distressed about leaving her home with her pj`s on so she was told she could bring a change of clothes with her and she agreed to go with Ofc. Niseler eventually. When you got to within a few feet of Ms. Conradi she smelled heavily of body odor and the clothes hanging on her makeshift clothesline was dingy, the whites appearing a light grey in color. The fire department arrived for an initial air quality test shortly after Ms. Condrati was transported by Ofc. Niseler to Aspire in Sanford for evaluation. The Hazmat Unit was also dispatched to our location because of the severity of the conditions inside the home. There was an initial air quality test performed by the FD with a reading of 50ppm (parts per 23 million) registering on the meter. It was explained to me that 35 ppm was the maximum number allowed in a short-term exposure which is 8hrs. The fact that this reading was done in a semi-open doorway that had ventilation and had been opened several times 50 ppm was considered to exceed the 15-minute emergency number. When the Hazmat team arrived they did a reading with a vacuum bag that seals the air in allowing it to be sent off for testing, they said by going in just a few inches further their reading said 60 ppm. It was determined by the FD that we did not have the proper equipment to enter the home safely to obtain further photographic evidence for the open code case. The only additional pictures I took were after the FD did the air quality testing and I stood at the open doorway to the kitchen from the back porch. There were containers lining every surface of the kitchen leaving no room for food prep, the floor was littered with animal feces and trash. Afterward, animal control set a trap, the animal control officer explained to me that when a property is in this poor of a condition they are not permitted to go in and remove any animals, a trap is set and an officer will check it daily. If there is a cat inside they will call WSPD to let them in the house to remove the animal and reset the trap. After speaking with, the Building Official Dave Olivieri and Deputy Chief Tracht about the condition of the property and the health hazard it presents to not only the owner and her animals but to the community, it was determined the property needed to be condemned Dave Olivieri is out of town but John Jackson of Universal Engineering agreed to come to do the posting of the property. The request came from the utilities department who was trying to contact the homeowner regarding a broken pipe and high water consumption, but the phone rang busy. Upon arrival the house appeared dark, and there was no answer at the door. After approximately three (3) minutes of waiting for a response at the front door, I made my way around the house to the back yard. As I came to the back side of the house I noticed a strong odor of ammonia coming from the house. The back porch had furniture covered with blankets and clothes, and was cluttered with books, boxes, and other items. I made my way onto the open porch then looked inside the back glass doors of the house and noticed the kitchen floor was covered in feces. I saw five (5) cats sitting on top of the counter tops in the kitchen. I moved on to the next set of doors and noticed the room was also covered with boxes and furniture and looked to be covered in pet hair and feces. As I was making my way through the back yard Officer Fugate arrived on scene, and I met her in the front as she attempted to make contact at the front door. Officer Fugate and I made our way to the back of the house to check that the doors and windows were secure. Officer Fugate found the back door to the kitchen unlocked. As we opened the door, the odor of ammonia, cat urine and feces was overwhelming. Officer Fugate and I made entry to clear the house, there were empty bags of cat food on the floor, cat feces, cat hair, urine, trash, boxes, and papers on the counters and floors, with only a walk way to access the other parts of the house. The walk way consisted of broken items utilized to cover the feces and fur on the carpet and tile of the house. The dining room had feces covering the floor and table, and cobwebs throughout. The house had gates blocking rooms and a wall of plastic tote containers prohibiting access to another room. There was trash, feces, broken furniture and clothes laying on the stairs. On the upper level of the house there were multiple bedrooms in the same condition. In two of the bathrooms upstairs there was evidence of multiple deceased cats, in various stages of decomposition. I observed multiple skeletal remains, multiple skulls, mounds of fur, piles of feces, over flowing litter boxes and soiled towels in the bathrooms. There were also bowls in the bathrooms containing bones that looked like cat remains. As we cleared the house we found two (2) rooms upstairs that were clean and showed no signs of animal traffic. We also found one (1) room downstairs that was clean and being used as storage. The garage was filled with shelves, furniture and empty cat litter boxes. As we were clearing the garage we heard a female voice coming from the back door, Officer Fugate made contact with the home owner, Alice Conradi (Identified by FL DL), in the kitchen. Alice asked why we were in her house and where her cats were. We explained that we were called to do a well-being check. Ms. Conradi stated she was returning home from work and uses the back door to access her home. She was dressed in clean business casual attire. She also explained the water had been shut off at the street because of a leak. Officer Fugate asked if she had food and water in the house and a place to prepare it, to which she responded yes. Ms. Conradi was oriented to time, place, and events. She explained she has been struggling because her son tried to kill her a few years ago, and went on to explain that her son had died in 2019. She explained since that time she has neglected the interior of the house and had planned on cleaning it up after she retires in December. Officer Fugate verified Ms. Conradi had food in the house and bottled water in her car. Officer Fugate provided Ms. Conradi the information about contacting 211 for assistance and explained that Adult Protective Services would be contacting her to see about services available to assist her. Ms. Conradi stated she knows the house is a mess and stated she has respiratory issues that she takes medication for. Ms. Conradi stated multiple times the she knows the state of the house makes her look crazy but she intends to clean when she is off work beginning next week and more after retirement. Ms. Conradi maintains the yard and made it a point to show us and expressed great pride in her yard. Due to the living conditions in the house I contacted the abuse hotline and Seminole County Adult Protective services. The abuse hotline advised they would document the report. I left a message for Seminole County APS. The call was in reference to her water bill being well over $700.00 for the month of November. Upon arrival and several attempts no contact was made. In walking the residence the back door was unlocked. Based on the condition of the residence, see below, and the water department not being able to contact her, a search of the residence was completed. As we were completing the search for Alice she entered the home from the rear of the residence. When asked why were there it was explained, she advised she understood. Her first concern was for her kittens. I advised her there were several in the residence while we were searching. Alice was well dressed in what appeared clean clothing. She was able to answer questions that lead me to believe she was aware of her living condition. Alice advised we must think she is crazy for her living conditions. I advised her we did not but she needed help. She advised she has had traumatic events which have led to this. Alice showed me she had food to eat and fresh water. I advised Alice based on the condition of the home we would be contacting Adult Protective Services, Code Enforcement and Building Department. I advised her to use the 211 hotline to get assistance. The residence on first appearance looks fine. As you make your way to the front door you realize the hedges are over grown. As you walk to the back of the residence the covered porch is blocked with miscellaneous items, from furniture to clothing. Near the back door was a shower basket with hygiene items, as if shower outside the residence. The French Doors lead into the residence. Prior to opening the doors you could smell the ammonia coming from the residence. We entered through the kitchen confronted by overwhelming smell of cat urine and feces. The kitchen was covered in trash, boxes, several cats and cat feces. The floors where covered in cat food bags and unknown brown cloud like clusters. Each room on the down stairs level had furniture covered in feces, dander, dust, and miscellanies items, difficult to make your way through. In the back room to the left of the kitchen there was drywall from the ceiling on furniture. The entry way had a wall of plastic binds filled with unknown items creating a wall. Which denied access to As we made our way to the second floor you could hear a phone off the hook. The hallway was covered in cat feces. The office had furniture turned over and was difficult to get in and a phone line beeping, as if off the hook. There was one room I entered that did not appear to be used, as it was clean. The laundry room, off the kitchen, was also filled with feces and miscellaneous items, The garage 26 appeared free of smells but was also cluttered. Please see Ofc. Colangelo description of what he observed. I spoke with Capt. Presley who was at the residence 2 years earlier, reference the condition of the house. He advised it was cluttered but not to the degree or condition I advised him of. On 11-19-21, I spoke with Inv. Kelsey from Adult Protective Services. After much discussion based on the fact Alice has capacity they are unable to assist. I spoke with Code Officer Guerra in reference to this incident, looking for possible assistance. DC. Tracht advised they would be providing hoarding information and having the fire department check the air quality. He went onto say there is a hoarding company in Volusia County but unsure if they come into Seminole County. Neisler he was currently on a call for service related to code enforcement matters and an elder services matter potentially. His concerns on scene at the address of 755 Bear Creek Circle pertained to Alice Conradi and the belief she may fit criteria for evaluation under the Baker Act. Prior to arrival at the residence, I researched CAFÉ and located the elder intervention report: 2021EI000304. This was completed by Ofc. Colangelo and Ofc. Fugate. Upon my arrival, I observed the home and found it to almost completely covered by an overgrowth of vegetation on the property. The front lawn and side yard was also overgrown and stood in stark contrast to the surrounding homes. As I approached from the driveway to the rear of the residence where Ofc. Neisler and Code Enforcement Officer Quinn were located, I could smell the distinct and strong odor of cat urine. As I approached to the rear, the smell was stronger however I did not see any cats roaming about. Once at the rear I noticed windows to the home were open and it appeared this was the source. Ofc. Neisler and Ofc. Quinn were speaking with Ms. Conradi . Ms. Conradi was seated on the back patio portion of the home among a very large collection of trash, debris, boxes, and even indoor furniture which was piled upon itself. There was a clothing line of sorts which held a variety of women’s garments attached to the porch. There were sheets and towels which also appeared dirty. Around the corner from the porch on the left hand side by a rear garage door, was a shower caddy with personal hygiene products under an outdoor shower. The largest pile of items encompassed most of the porch and there was only a narrow pathway between the side entrance and the door to the home. The amount of items were piled in a manner which stood taller than her when she was seated in a small chair. Ms. Conradi appeared to be wearing soiled clothing and did not appear to have bathed recently. A city employee with Public Works had responded to the residence while we were there to verify and attempt to patch the break in the water line. It was confirmed by his records the home had not had running water for four weeks. Ms. Conradi stated the man was mistaken. Ms. Conradi appeared to be very intelligent and well spoken. She was also aware of the over-all condition of the home. To include the fact she was living amongst the corpses of cats in various forms of decomposition, but had not done anything about it. Ms. Conradi went on to discuss her current living situation where it seems she has chosen not to live inside the residence and is primarily outside. This includes her using the back lawn or other facilities for her restroom needs when they arise because she has not had running water. She has however elected to sleep in a small chair located in the house at night. This appeared to possibly stem from her adult son’s passing in 2019. Ms. Conradi stated she has virtually not been inside the residence with out purpose. Ultimately, Ofc. Neisler determined her neglect of self-care and inability to determine she needed assistance could be helped if she was taken under the Baker Act for evaluation. Ms. Conradi was given an opportunity to collect a small amount of personal belongings to take with her. Ms. Conradi was allowed to enter the home prior to departing and stated she wanted to feed her cats. The total number of cats inside the residence remains unknown because Ms. Conradi could not quantify that. I stood at the doorway to the rear of the residence which opens into the kitchen as she did so. There was an overwhelming odor of urine and feces inside. The floor is virtually not visible as it is covered in dust, large amounts of hair, debris, dirt, food, and feces. The inside of the residence is dark and I could see possibly four different cats when she entered as they climbed around on the counters and kitchen appliances. There are large amounts of big Rubbermaid containers which hold a variety of household products and possibly food. These containers are also streaked with cat feces and other dirt. Ms. Conradi filled a large auto feeder to the top with cat food and also bowls with water from an available jug. Once Ms. Conradi had left, the Special Hazards team of the Seminole County Fire Department arrived at my request for obtaining an air sample do determine the quality. A field officer from Seminole County Animal Control also arrived for the cat situation. The Special Hazards unit conducted an air quality test and informed me the test calculates for short term exposure of 8 hours. In this test, the threshold for hazard is at 35 parts per million. Just from the doorway of the home which has a larger dispersion value due to draft, it reflected 50 parts per million. This was further explained to mean that inside the home if the sample was taken deeper, it would be at considerably higher amount. A bagged sample of the air was collected and provided to myself. This was later entered into Property for further testing. The sampling device indicating 50 parts per million was also provided and entered into Property. After a discussion with members of the unit, it was determined entry into the home without self-contained breathing gear, protective equipment, and venting the home, was not advised. A trap was also left by Seminole County Animal Control to start the process on collection. I was informed as long as the trap was there with food, a check at the residence would be completed and law enforcement would be contacted. After this, the home was secured and I took the keys for entry into Property. Ofc. Quinn took over the remainder of her investigation in this case and ultimate posted signs indicating the home was now condemned and this was documented with the proper city paperwork. Given the nature of this 27 entire incident and noting Ms. Conradi had no friends in the neighborhood nor immediate family nearby, I located information on her remaining son, Daniel Vegas. I attempted contact with him but this has continued to be unsuccessful. His information was obtained through FINDER in a pawn history report I located. At this time this is the extent of my involvement. Ofc. Neisler did contact Adult Protective Services and informed them of everything as this case stands, since original contact just prior to this was documented with them. I have also contacted Rebecca Hamilton with the Seminole County Sheriff’s Office to make her aware of the elder case we currently have in an attempt to bring further assistance to Ms. Conradi. While Ms. Conradi was at Aspire Health in Sanford, she was informed I was in possession of her keys and how she could go about getting them back. I further tried to explain to her the process and what was determined at her residence, she was rather dismissive to all of the facts I provided. The trap at the residence was checked on November 21st of 2021 and found to not have a cat inside of it.
