TITLE
Hazardous Mitigation Grant Program (HMGP) Discussion
SUMMARY
The HMGP (Hazardous Mitigation Grant Program) provides an opportunity to
impacted homeowners an option of having their property acquired by the local
municipality (City of Winter Springs) wherein FEMA would pay 75% of the fair market
value of the property (pre-hurricane value), Once acquired, the property's
improvements must be razed so that the land is vacant or perhaps repurposed for
stormwater improvements. The cost entailed in razing the acquired property could
either be the financial responsibility of the homeowner or the new owner (City of
Winter Springs).
RECOMMENDATION
The City Commission will made aware of the City's typical financial obligation to demo
site improvements of a residential property acquired through the HMGP process.
