Pedestrian Advisory Committee to Order at 6:33 p.m., in the Commission

500) Florida Department of Transportation (FDOT) Update
Mid-Block Pedestrian Crossing Study S.R. 419 from Moss Road to Wade
Street_DRAFT
Mr. Ashraf Elmagrahby and Mr. Ty Garner members of the Florida
Department of Transportation (FDOT) Project Team, 719 South Woodland
Boulevard DeLand, Florida gave presentation reviewing the 419 resurfacing
project. Mr. Elmagraphby relayed the speed study results that were performed
to see if the speed could be lowered on State Road 419; the speed cannot be
lowered. Committee Member Crandall asked about timing when construction
duration be happening and conflicting with the school zone that it will be out
for the summer. Mr. Ty Garner gave the answer.
501) Discussion on Meeting Frequency
Mr. Christopher Schmidt, Director, Community Development introduced the
agenda item stated that staff received a suggestion of increasing the meeting
frequency during the State Road 419 resurfacing project. Committee Member
Ames elaborated, explaining she would like updates during the duration of the
project but once the construction of the bike path was over they could return
to quarterly. Staff suggested doing updates via email and if changes are
happening then a Special meeting could be scheduled.

500) State Road 419 Update
Mr. Ashraf Elmagrahby, Florida Department of Transportation (FDOT) Project
Team, 719 South Woodland Boulevard DeLand, Florida updated the
Committee on the sidewalk connection from Edgemon to the new portion of
the Seminole County Trail. Comments and clarification were asked and given
by the Committee regarding the trail connections and sidewalks.
REPORTS
Mr. Christopher Schmidt, Director, Community Development Department
updated on signage "Welcome to Winter Springs" on the Longwood side of
the Seminole Trail. Seminole has concerns of size and location. Staff suggested
putting the sign next to the Boombah Soldier’s Creek Park and will keep the
Committee in the loop as the project progresses. The Committee also gave the
suggestion of putting an additional “Welcome” sign on the Winter
Springs/Ovideo side of the Seminole Trail as well and potentially using it as a
fundraising opportunity.
Further, discussion ensued on how the Committee could be the most helpful
to staff and the City. Staff relayed the primary adjective is to share safety
concerns, connectivity issues, and anything else the Committee deems
pertinent for the bicycle and pedestrian community of Winter Springs.
Additionally, suggestions were given on ways to get out Communications and
report issues.

500) Crosswalk Considerations - SR 434 & Tuskawilla Rd
Committee Member Ames gave explanation on why she wanted the agenda
item added. Committee Member Ames expressed concern and gave her
opinion additional on crosswalk locations and timing for the crossing
specifically down 434 across the street from the Blake. Mr. Christopher
Schmidt, Community Development Director gave information in regards to
the planned light and crosswalk that will be located at Michael Blake and State
Road 434 where the concern was expressed.
Committee Member Crandall express additional concerned for parking and
street crossing in regards to the Winter Springs Market place that will be
located just west of the intersection previously discussed. Staff stated they
would look into the stated concern of Marketplace’s cross walking and parking.
Further discussion ensued on other potential crosswalk location and timeline
for current construction that will added to the pedestrian population of the
City.
501) State Road 419 Update
Staff relayed there was no updates were given from Department of
Transportation for the 419 Bike trail and Railroad crossing due to there being a
hold from Duke Energy putting in some ground lines.

REPORTS
Mr. Schmidt relayed to the Committee that he has spoken with Seminole
County about the suggestion of having the cement dividers in the Tuscora area
painted to make them more visible but Seminole County had declined.
Additionally Seminole County did not like the suggested location the
Committee gave for the "Welcome to Winter Springs" sign for the Bike Trial -
The Committee was asked if they had other suggested locations.
Suggestions for additional crosswalk, lights, or the use of a “flag system” for
pedestrians was given for along State Road 434 were the Town Center is
located due to the new construction that would increase foot traffic to the area.
Staff relayed they would look into the suggested options.
Additionally, comments and suggestions were given such as the having a
section on the City’s website so citizens can report problems they spotted
within the City, having the Police come in to give a report to the Committee
about any pedestrian or Bicycle problems and getting am updated timeline
for the Seminole County projects.

500) Discussion on Road Crossings
Mr. Christopher Schmidt, Community Development Director introduced Zack
Zalneraitis, Florida Department of Transportation, Traffic Operations who
gave an overview of installation, timing and meaning for a cross walk.
Chairperson Bolton clarified timing and distance. Committee Member Ames
gave comment in regards to the City's elderly citizens. Mr. Zalneraitis explains
how the crosswalk time could be edited for slower residence. Questions
regarding requests for crossing time changes, how they can be reported and
additional crosswalks were asked. Christopher gave clarification for the
standard and maximum timing amount for crosswalks. Mr. Zalneraitis
suggested doing a walking speed study for the City so the city can to make
sure there is a balance.

Mr. Ted Johnson, 1107 Pheasant Circle, Winter Springs Florida gave a
suggestion in regards to a system that gives elderly a card that would add
additional time to the cross walk time when the card is scanned.
