"If a person decides to appeal any decision made by the board, agency, or commission with respect to any matter considered at such meeting or hearing, he or she will need a record of the proceedings, and that, for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based" - per Section 286.0105 Florida Statutes. 3 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGULAR MEETING NOVEMBER 3, 2021 CALL TO ORDER Chairperson Arnie Nussbaum called the Regular Meeting of Wednesday, November 3, 2021 of the Parks and Recreation Advisory Committee to order at 5:30 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Arnie Nussbaum, present Vice -Chairperson Richard Lecky, present Committee Member Art Gallo, present Committee Member Karen Owens, present Committee Member Edgar Sanabria, absent Committee Member Jim Van Kleunen, present City Clerk Christian Gowan, present A moment of silence was held and was followed by the Pledge of Allegiance. AWARDS AND PRESENTATIONS 100. Not Used INFORMATIONAL AGENDA 200) Information on the Evaluation and Appraisal Report (EAR) based amendments to the Comprehensive Plan (Ordinance 2021-08), amending the Comprehensive Plan related to the Recreation and Open Space Element. Mr. Christopher Schmidt, Director, Community Development Department noted the ongoing Comprehensive Plan revisions, noted the addition of several parks acquired since the last update, and mentioned that the element would be going before the City Commission for approval later in the month. Committee Member Gallo noted some typographical errors and discussion followed on the naming of several park spaces within the Town Center. 4 CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGUALR MEETING - NOVEMBER 3, 2021 PACE 2OF3 PUBLIC INPUT Chairperson Nussbaum opened Public Input. MOTION BY VICE - CHAIRPERSON LECKY. SECONDED BY COMMITTEE MEMBER VAN KLEUNEN. DISCUSSION. VOTE: GALLO (AYE); OWENS (AYE); VAN KLEUNEN (AYE); LECKY (AYE); NUSSBAUM (AYE) MOTION CARRIED 5-0. PUBLIC HEARINGS AGENDA 400. Not Used REGULAR AGENDA 500) Park Projects and Events Update Mr. Brian Dunigan, Parks Manager, Parks and Recreation Department presented on the recently completed Trotwood splash pad improvements, the Torcaso Pavillion and overlook currently being constructed, and the planned construction of pickleball courts. Mr. Dunigan also noted the upcoming Hometown Harvest event at Central Winds Park, Veteran's Day Tribute, and holiday events. Brief discussion followed and the Committee commended Mr. Dunigan and the Parks team for their great work. 501) Park Naming Discussion Mr. Schmidt introduced the item, noted the recent acquisition of three park parcels that needed to be named. 4i CITY OF WINTER SPRINGS, FLORIDA MINUTES PARKS AND RECREATION ADVISORY COMMITTEE REGUALR MEETING - NOVEMBER 3, 2021 PACE 3OF3 Mr. Dun igan noted that Staff was looking for recommendations from the Committee and that this item was meant to introduce the parcels. Mr. Dunigan noted that a more detailed discussion could be placed on the February 2022 meeting agenda. Discussion followed on naming conventions, procedures, and potential timelines. Mr. Schmidt agreed to send maps to the Committee Members to provide more details about the parcel and surrounding features that may assist with the naming process. REPORTS Committee Member Gallo noted his attendance at the August 26 Community Workshop for the proposed Hickory Grove Townhomes and the possibility of adding some amenities to an adjacent parcel. Mr. Schmidt noted the subject parcel was leased state land, there were no plans currently for the parcel, and that Staff was open to ideas. PUBLIC INPUT Chairperson Nussbaum opened Public Input Mr. Rob Elliott, 925 Chokecherry Court, Winter Springs commented on the splash pad, the popularity of pickleball, and the installation of floating Christmas trees throughout the city. Chairperson Nussbaum closed Public Input.
