Northern Way Bridges over Howell Creek(Bridge #775703 and#775709)

Dear Mr. Hursch:
Florida Bridge and Transportation, Inc. (FBT) performed several site visits to determine the extent
of the required repairs and the to observe the contractor's progress performing the repairs. FBT
finds the structural integrity of the bridges have been restored to the condition prior to the storms.
The bridges can be opened to traffic once the repairs are completed and the City has accepted the
construction. The bridges are the "South" Bridge (#775703) on Northern Way located 0.5 Miles
South of Winter Springs Blvd (according to FDOT bridge inspection reports) and the "North"
Bridge (#775709) on Northern Way located 0.4 mi West of Vistawilla Drive (per FDOT inspection
reports). The repairs at both sites consisted mostly of reconstructing the embankment due to scour,
and other associated items such as rebuilding damaged portions of approach slabs and guardrail.
The North Bridge (#775709) had significantly more erosion damage resulting from a water main
which burst as a result of the storm. For this site, FBT ran some calculations to verify the integrity
of the wingwall during construction. The contractor was informed the corrective measures included
restoring the creek bed material at the outside face of the wingwall, constructing new FDOT Rubble
Riprap (bank and shore), sealing the joints in the precast walls with geotextile fabric (to minimize
the migration of fines through the wall), and backfilling the areas (evenly on both sides of the wall
to the greatest extent possible), and replacing the north approach slab with barriers and sidewalk.
The contractor monitored the top of the wingwall for excessive deflections as the fill was being
placed. No calculations were necessary at the South Bridge (#775703). The attached 3-page
document was provided to the contractor to define the repair procedure for the North Bridge.
With the repairs being completed, the bridges can be opened to traffic and use by the general public.

North Wingwall Repairs:
The hurricanes caused some scour outside the wingwall and the burst water main caused erosion inside the wingwall
and under the bridge's approach slab. The corrective measures include restoring the creek bed material at the outside

Approach Slab replacement:
Replace the existing north approach slab (at least from the centerline of the roadway to the washout area) and place
new compacted embankment under the approach slab. Preliminary measurements performed by FBT showed the
embankment settled below the approach slab at least 22 feet from the outside edge of the approach slab (extending to
the centerline of the roadway). You may find the settlement continued beyond the centerline so be prepared to replace
the entire north approach slab.
