REGULAR MEETING
October 19, 2022
CALL TO ORDER
Vice-Chairperson Ellen Paul called to order the Wednesday, October 19, 2022 Regular
Meeting of the Tuscawilla Lighting and Beautification District Advisory Committee at
5:18 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairperson Tom Vagnini, absent
Vice-Chairperson Ellen Paul, present
Committee Member Terri Bivona, present
Committee Member Skip Arok, present
Assistant City Clerk Tristin Motter, present
A moment of silence was followed by the Pledge of Allegiance.
No changes were made to the Agenda.

500)Quarterly Fiscal Year 2022 Year-To-Date Expenditure Details
Ms. Donna Bruno,Controller, Finance Department introduced the item and asked the
Committee if they had any questions. The Chairperson questioned some
discrepancies within the year-to-date details resulting in a questions on the total
budget calculated. Staff explained the total was rounded. Discussion continued on
specific line codes regarding the new landscaping and water feature. Mr. Kevin
Maddox, Landscape Manager, Operations Department explained the City no longer
works with the pervious water feature company and Brightview on Landscaping.
Additionally, Mrs. Donna Bruno, Controller, Finance Department explained the higher
water bill may have been the result of a leak.
Mr. Maddox gives an update on the fountain and landscaping projects and addressed
the Committees questions regarding the fountain line codes. The Committee asked
about FEMA reimbursement for the damage caused by Hurricane Ian.Staff confirmed
the City would be applying for the reimbursement.
501) Update on Street Lighting Replacement
Ms. Donna Bruno, Controller, Finance Department gave an update regarding the
street light project relaying that Duke is working with several Cities and H.O.A.s in the
county to switch over the Street lighting to LED. Duke needs approved aesthetics.
Discussion ensued regarding if the City will be updating the City lighting wise to
match what will be in Tuscawilla. The "Monticello LED Lighting" example was shown
to the Committee.
"WE WANT TO MAKE A MOTION TO MOVE FORWARD WITH THE EVALUATION FROM
DUKE ON THE OPEN MONTICELLO LED AS SPECIFIED WITH THE 3970 LUMENS 3000K
TEMP WE WANT TO APPROVE TO MOVE FORWARD FOR EVALUATION." MOTION BY
COMMITTEE MEMBERAROK.SECONDED BYVICE-CHAIRPERSON PAUL DISCUSSION.
Ms. Howard noted that the Committee could discuss further changes in July if the
Committee desired but Staff wanted to be able to present something to the City
Commission.
