CALL TO ORDER
Chairperson Maurice Kaprow called to Order the Tuesday, October 25, 2022 Regular
Meeting of the Code Enforcement Board at 5:30 p.m., in the Commission Chambers of
the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708.

Mr. Gowan, City Clerk asked that the Board add a discussion on the November and
December scheduled meetings and potentially cancelling them unless needed. This
item was added as Item 700.
Captain Kevin Presley noted there were no further changes to the agenda.

Ms. Terri Sanchez, Code Enforcement Specialist, Winter Springs Police Department
introduced the case, offered testimony on the procedures of notice and the present
violations,and showed photos from the"Presentation."The Board accepted the packet
as published into evidence without objection. Ms. Sanchez recommended a
compliance date of November 28, 2022 and a two-hundred and fifty dollar ($250) per
day fine if this was not met. Ms. Sanchez further noted that cited violations related to
IPMC 302.1 Sanitation had come into compliance and that the violation related to
Winter Springs City Code Section 9-374, House/Building Numbers had been mistakenly
cited.
Mr. Bruce Lake, 7393 Ayerswood Court, Winter Springs offered testimony and stated
that he was in litigation and was hoping to settle in the near future.
Discussion followed on an appropriate timeframe to achieve compliance.

MAINTENANCE CODE 304.7 ROOFS AND DRAINAGE BASED ON THE TESTIMONY
PRESENTED AND ORDER THAT RESPONDENT BE GIVEN UNTIL JUNE 27, 2023 TO
CORRECT TH E VIOLATION.IN THE EVENT TH E RESPONDENT FAI LS TO COM PLY BY TH IS
DATE A FINE IN THE AMOUNT OF TWO-HUNDRED AND FIFTY DOLLARS ($250) SHALL

definitions provided in the City Code, and statutory requirements related to notices of
code violation.

Ms. Sanchez, Code Enforcement Specialist, Winter Springs Police Department
introduced the case, offered testimony on the procedures of notice and the violation,
and showed photos from the"Presentation."
The Board accepted the packet as published into evidence without objection. Ms.
Sanchez recommended a compliance date of November 28, 2022 and a two-hundred
and fifty dollar ($250) per day fine if this was not met. Further, Ms. Sanchez requested
that the City be permitted to abate the issue related to the stagnant pool if it were not
corrected by the approved compliance date.
Discussion followed on public access to the pool, previous lawn maintenance
performed by the City and the procedure to recoup these costs, whether or not the
house was occupied, and an appropriate time frame to provide for corrections to be
made.
Ms. Sanchez noted the house was unoccupied and stated that although the pool was
not accessible to the public it still posed a public hazard.

700. Discussion on November and December Meeting Cancellation
Chairperson Kaprow noted that traditionally the Code Board had not met in November
and December but members were on standby if Code Enforcement officers had an
emergency case to bring forward.
Captain Presley noted that there was nothing on the horizon currently but that Staff
would keep the Board informed.
The Board agreed to cancel the November 22 and December 27, 2022 Code
Enforcement Board Meetings barring any emergency cases.
Chairperson Kaprow thanked the Winter Springs Police Department for their efforts
during the hurricane.
ADJOURNMENT
Chairperson Kaprow adjourned the meeting at 6:06 PM
