Mayor Kevin McCann provided some background on the workshop, its purpose, and the procedure to be followed for the workshop. Community Dialogue Regarding City Policies and Practices Mayor McCann opened the floor for discussion. Ms. Casey Howard, Deputy City Manager reviewed City demographics, hiring practices, and city policies. Captain Matt Tracht, Winter Springs Police Department spoke briefly about police training and practices. Discussion then followed on body cameras, housing affordability, bullying concerns in public schools, mental health concerns, sharing available community resources, better addressing challenges faces by mobility-challenged individuals, and consideration of the elderly, especially related to pedestrian safety and resource availability. From this discussion the group asked about possible social media inclusivity initiatives, updating and promoting the resource guide currently available on the City website and potentially sharing it with schools to widen its reach, and the Commission asked that attendees share their contact information by signing in so that they could keep informed of further initiatives and potential informal meetings throughout the community. CITY COMMISSION MINUTES I SPECIAL MEETING I MONDAY, JUNE 6, 2022 1 PAGE 3 OF 3 349 ak s� City of Winter Springs z Office of the City Manager u y ImoR 195 1459 '4, Go17 WESa�yc MEMORANDUM TO: Honorable Mayor and Commissioners FROM: Shawn Boyle, City Manager DATE: 12/12/2022 SUBJECT: Annual Report- Resolution 2020-19 Historical Background The City Commission adopted Resolution 2020-19 at the July 13, 2020 City Commission Regular Meeting. Per this resolution, the City is committed to holding an annual workshop meeting open to the public for the purposes of assessing relevant City policies and practices. This workshop will be in the format of a round table discussion and is to include the Mayor and City Commission, the City Manager, the Police Chief, other relevant staff, and a select number of citizens and businesses of Winter Springs. From this workshop, the City Manager, or their designee, shall prepare and deliver a written report to the Mayor and Commission identifying successful implementation of plans and practices and also identifying areas in which the City can improve. June 6, 2022 Annual Diversity Workshop At our June 9th City of Winter Springs Diversity Workshop held at City Hall your Mayor, City Commission, City Manager, and City Staff held our annual Diversity Workshop. In this public workshop your City and Community Members discussed multiple topics such as: employment demographics (which are in line with community demographics and show an appropriately diverse workforce) , recruitment strategies, crime statistics (crime was shown to be down 27% year over year) , police worn body cameras, affordable housing in Seminole County for government and school employees, bullying, school shootings, crisis intervention training, drug rehabilitation and mental health centers, racial disparity in healthcare, inclusion of the elderly community. The workshop also included a discussion on removing the formal Diversity Board, and instead creating a community volunteer board that meets regularly (quarterly) . 350 ak s� City of Winter Springs z Office of the City Manager u y ImoR 195 1459 '4, Go17 WESa�yc There were no substantiated complaints accusing City officers or employees of racial discrimination, and City staffing exceeds local labor and industry market demographic benchmarks. Current Status and Future Action Plan Actionable items that stemmed from the workshop included: • A recurring "Pizza with the Police" Initiative which is another avenue for community outreach. • Allowing helpers to be present at events such as mental health providers, opioid rehabilitation centers and mentor programs. • Work with the school board to promote a peer-to-peer program • Create faith based program partnerships • Work with the high school to have more student involvement at the Senior Center • Create better accessibility at community events Since the June 6 meeting, the City Commission has approved the hiring of a Chaplain for the City to be available during city meetings, events, and/or emergencies. The events staff has also worked to create better accessibility to community events, such as additional ramps and routes available during the 911 memorial service. We plan to continue having the Winter Springs United be a focal point in our community and to continue to have giveaways at future City events. . During the next year, the police department will continue their educational campaign focusing on citizen/police interaction. This campaign will be pushed out through social media outlets, the City Newsletter, and the Winter Springs Citizens Police Academy. All of our recent and active Perk Up Parks projects remain ADA compliant. Throughout this year, we will continue to find ways to add equipment and activities at our parks that further include those with mobility constraints. The City is very encouraged by the participation we had from our community at, and following, the diversity workshop. Staff is excited and ready to continue to support diversity and to find other ways we can include everyone in our Community. 351
