TITLE
Winter Springs Town Center Chase Bank Site Acceptance
SUMMARY
The project (2021-00004212) approved on 10/25/2021, whose conditional use
was approved on 11/16/2020, Chase Bank, is located in the Winter Springs
Town Center. The commercial project includes the bank with a drive through.
The project has all items on the Project Closeout List (Chase Bank Project
Closeout List 2021-00004212.pdf) completed. The development provides full
ingress and egress directly into the site from S.R. 434, from Sea Hawk Cove,
and from the adjacent Wendy's and McDonald's parking lots. The project
includes utilities, infrastructure with water & sewer facilities, perimeter
landscaping, irrigation, etc. which have been completed. There are no
outstanding items for the developer to complete left on the Project Closeout
List.
RECOMMENDATION
Staff recommends the City Commission affirm Staffs recommendation
finding the site work to be built in substantial accordance with the Final
Engineering plans and grant site acceptance.

Project: Chase Bank Project Closeout List 2021-00004212
1. Complete Final Inspection (to occur after receipt of record drawings from the engineer-of record (Item
#7)).
2. Submit Engineer of Record's Certification Letter to the City.
3. Submit DEP Sewer Certification.
4. Submit DEP Water Certification.
5. Pay all Water and Sewer Connection Fees.
6. Submit FDOT Permit Certification.
7. Submit a complete set of record drawings (digital file).
8. Submit a 2-Year Maintenance Bond, Letter of Credit, or Cash Escrow Deposit (10% of the value of the
improvements to be owned and maintained by the City as listed on the Bill of Sale (Potable Water,
Sanitary Sewer, Reclaimed Water, Ext.)) to the finance department.
9. Record Easements and Dedications at Seminole County and Submit Proof of Completion.
10. Submit a Bill of Sale for all infrastructure being turned over to the City for ownership and maintenance
(streets, utilities, ponds, sidewalks, etc.). Use the City's standard Bill of Sale form. Submit final document
to the Finance Department. This includes the cost sheet.
11. Receive Approvals from all City Departments (Planning, Engineering, and Building) and Seminole County
Fire Department and Submit Proof of Completion.
12. Submit Letter from Engineer to SJRWMD Certifying Improvements (SJRWMD standard certification form).
Notes:
• City Commission approval of the site is required before a certificate of occupancy can be
issued for any buildings.
• Agenda items for City Commission meetings must be prepared approximately three weeks prior to
the meeting date.
• Not all of the above items apply to all projects.
