TITLE
Hurricane Ian Emergency Support Services
SUMMARY
Hurricane Ian brought catastrophic rains and winds to the City of Winter
Springs (CITY) in late September. The CITY consequently required emergency
support to assist the utility division in responding to the various post-
hurricane damages. The purpose of this task is to provide technical support
services to the CITY to support emergency water, wastewater, reclaimed
water, and stormwater utility tasks related to Hurricane Ian. Carollo Engineers
Inc. (CONSULTANT) will provide these engineering services to the CITY under
the terms of the Agreement for Continuing Civil Engineering Services Water,
Wastewater, Reclaimed Water, and Stormwater Utility. This scope of services
is an effort to provide an encompassing, but not all-inclusive list, of duties and
responsibilities that may be requested from CONSULTANT under this task
authorization.
TASK A - AS-NEEDED EMERGENCY SUPPORT SERVICES
As directed by the CITY, CONSULTANT will provide the following post-
hurricane support services.
1 . Coordination of emergency design and construction repairs: CONSULTANT
will assist in the design and day-to-day coordination of emergency tasks
related to Hurricane Ian to ensure efficient and effective hurricane recovery.
2. In-person oversight of construction repairs.
3. Meetings/workshops with CITY staff to define additional post-hurricane
projects and requirements as they arise.
4. Assistance with regulatory support: This includes assisting the CITY in
contacting regulatory agencies, preparing permit documentation and
applications, participating in meetings with regulatory agencies and any follow-
up necessary on behalf of the CITY, as needed.
5. Data and information management: This includes assisting the CITY in
the review and prioritization of City Work Orders, reviewing construction
quotes, obtaining and organizing data from additional sources, reviewing data

(including the existing hydraulic models to make informed emergency design
decisions), quality assurance/quality control, and developing conclusions and
making recommendations based on technical analyses.
6. Preparation of brief reports (i.e., field reports) or technical memoranda,
when needed, to document task work, results, or recommendations.
7. Preparation of brief design plans or schematics, when needed, to assist
field personnel in construction repairs.
8. Operational Assistance: CONSULTANT will assist the CITY with the
following for any of their water, wastewater, reuse, and other facilities:
a) Technical advice and consulting regarding facilities operational issues,
b)Technical advice and coordination of reuse disposal,
c) Provide O&M support including operational training, system start-up and
testing,
d) Development and/or review of O&M manuals and SOPS,
e) Strategic planning and plan implementation services.
The compensation terms are based on an Hourly Not-to-Exceed basis with an
upper limit of
$110,000.
RECOMMENDATION
Staff recommends Commission authorize the emergency support services not
to exceed $110,000 with Carollo Engineering for the recovery affords of
Hurricane Ian and for the City Manager and City Attorney to prepare and
execute all necessary Documents.
