TITLE
Police Awards Presentation
SUMMARY
The police department would like to honor some of its most exemplary
employees who went above and beyond the typical call of duty. These
members have displayed the highest standards, teamwork, and integrity to
honor the police department's mission.
The following members will be recognized for their actions:
Phoebe Nolette - Administrative Excellence Award. Although assigned to the
records division, Ms. Nolette has been instrumental in assisting every bureau
of the police department with her abilities and talents. Not only has she
completed her daily assigned duties, Ms. Nolette was instrumental in
redesigning and updating many of the police department forms, as well as
revamping our graphics. Additionally, Ms. Nolette has taken over the
responsibility of reporting the new crime information of NIBRS and FIBRS. On
her own accord, Ms. Nolette created and published a report writing manual
which tracks and monitors the agencies error reporting rates. For these
actions we would like to recognize Ms. Nolette with the Administrative award
of excellence.
On September 8, 2022, the police department was summoned to Winter
Springs High School under the emergency of school shooting that just
occurred. The school had quickly identified a troubled student that caused
the disruption and subsequently fled the school. Members of the police
department responded and immediately set up a perimeter, entered the
school, and started to assist with command and control. Unknown to what
exactly what was going on, Officers Schmidt, Hataway, and Ballew observed
the suspect as he was fleeing on the Cross Seminole Trail. At gunpoint, all
three were able to successfully apprehend the suspect without further
incident. For their actions, and the actions of Captain Presley, Captain
Romano, Captain Seely, Lieutenant Wilkins, Sergeant Donovan, Sergeant
Scovel, Inv. Fugate, Inv. Montana, Inv. Raney, Inv. Harrop, Inv. Holcomb,

Officer Jones, Officer Eloie, and Officer Sims, I would like to recognize these
officers with a police duty medal for their actions on September 8, 2022.
There outstanding performance was well beyond the normal routine call of
d uty.
RECOMMENDATION
Staff recommends the Commission recognize/celebrate the dedication of
employees at the Winter Springs Police Department.
