TITLE
Police Body Camera Bid Proposal.
SUMMARY
On August 8, 2022, the City issued RFP 08-22 MT requesting proposals to provide the
police department with a contract for a commercially available body-worn camera
solution. This included associated peripherals and accessories, storage solutions,
training, and warranties during the contract term.
The RFP closed on September 8, 2022. Four responses were received, listed in
alphabetical order:
Axon
Digital Ally
Motorola
Utility
On September 15, 2022, the selection committee met to score the proposals and open
the sealed bids. The selection committee recommended that Axon provide a body-
worn camera solution for the police department. On October 14, 2022, a Notice of
Intent to award was sent to Axon with a City Commission approval date of"TBD"
However, at this time, the City Manager recommends that all responses to RFP 08-22
MT be rejected and a new RFP be issued. RFP 08-22 MT limited the proposers to
submitting a proposal for a three year contract term with the City. It has become
apparent that the City may benefit from reduced pricing and other benefits should it
consider longer contract term durations. Accordingly, rejecting all responses for this
RFP will allow the City to reissue a new RFP that provides more flexibility to negotiate
contract terms that are more fiscally favorable to the City.
In the RFP, the City reserved the right to reject any or all proposals.

RECOMMENDATION
Staff recommends that the Commission authorize the City Manager to reject
all proposals with the intent to revise the RFP and to rebid.
