Re: Cross-Connection and Backflow Prevention Program
Kimley-Horn and Associates, Inc. ("Kimley-Horn" or"Consultant") is pleased to submit this letter scope
(the "Scope")to the City of Winter Springs, FL ("City_')for developing a Cross Connection and Backflow
Prevention Program. This Scope is for a work release authorization under RFP #01-21 Civil Engineering
Continuing Service Contract.
Project Understanding
The CITY is required to develop and maintain a Cross-Connection Control (CCC)and Backflow Prevention
Program per Florida Department of Environmental Protection (FDEP) and Environmental Protection
Agency (EPA) guidelines. Kimley-Horn intends to aid the CITY in the development of such a program,with an
associated manual, and integration plan for the existing system.
Kimley-Horn has prepared the following specific scope of services.
Specific Scope of Basic Services
Task 1 —CCC and Backflow Prevention Program Manual Development
A. Kimley-Horn will review FDEP, EPA, and local regulatory guidelines to ensure the program and
manual developed contains the necessary components of an acceptable CCC and Backflow
Prevention Program.
B. Kimley-Horn will develop a Manual that provides guidance on the program including, but not
limited to,the program's policy, level of responsibility,future integration, inspections,testing,and
construction standards.
C. Kimley-Horn will coordinate to submit the CCC and Backflow Prevention Program Manual on
behalf of the CITY to FDEP.
Task 2—Existing System Integration Plan
A. Kimley-Horn will review the CITY's existing infrastructure utilizing GIS data, potable water billing
data, and coordination with operations staff to identify priority areas to incorporate into the
program.
B. Kimley-Horn will host a workshop with CITY operations staff to evaluate the existing
infrastructure, and aid in developing a plan for construction of CCC and Backflow Prevention
devices (BFP)at appropriate locations.
C. Kimley-Horn will finalize a plan that details a listing of priority areas within the CITY for
construction/installation of CCC and Backflow Prevention systems. This plan will outline the
criteria for priority selection, and locations for device installation.
Task 3—Construction Phase Services
A. Pre-Construction Conference: Kimley-Horn will attend and lead a Pre-Construction
Conference prior to commencement of Work. Kimley-Horn will provide the selected
contractor with project documents including the finalized and adopted CCC and Backflow
Prevention Program Manual, Integration Plan, and relevant standard details.
B. Two (2) Site visits/Observation of Construction: Kimley-Horn will observe construction
at the listed milestones. Such visits and site observations by Kimley-Horn are not
intended to be exhaustive or to extend to every aspect of Contractor's work in progress.
Observations are to be limited to spot checking, selective measurement, and similar
methods of general observation of the Work based on our exercise of professional
judgment. Based on information obtained during such visits and such observations, we
will evaluate whether Contractor's work is proceeding in accordance with the Contract
❑ocuments, and provide specific notifications to the City based on progress of the Work.
• Attend one day of installation and testing of the backflow preventors at location
indicated on the integration plan.
• Complete a substantial completion walk through at the completion of
Construction.
Schedule
Kimley-Horn will begin services upon receipt of an executed Task Order. This authorization can
be in the form of an email from the City Manager or issuance of a Purchase Order from the City.
The above services will be provided as expeditiously as practicable to meet a mutually agreed
upon schedule.

*Construction services were calculated under the assumption that the selected contractor would
install 25 BFP/ per day.
Method of Compensation
Kimley-Horn will complete the above scope of services on a lump sum fee of$43,500.00 inclusive
of office overhead expenses. A breakdown of the fee by task is as follows:

3 Construction Services $17,000.00
Total $43,500.00
Services provided under this authorization will be invoiced on a monthly basis. All invoices will
include a description of services provided.
In an effort to expedite invoices and reduce paper waste, Kimley-Horn submits invoices via email
in an Adobe PDF format. We can also provide a paper copy via regular mail if requested. We
request the City to include the invoice number and Kimley-Horn project number with all payments.

Services requested that are not specifically included in the general range of the services listed
above can be provided under an amendment to this authorization or under a new and separate
agreement. The following services may be made available for the City as additional services upon
request:
• Public Outreach Marketing Materials
• Standard Detail Development
• Cross-Connection Control and Backflow Prevention Device Periodic Testing
• FDEP Cross-Connection Program Annual Report completion
• Shop Drawings, Clarification and Interpretation Request
• Change Orders
• Pay Application Reviews
• Final Notice of Acceptability of the Work
• Project Documentation and Record Drawings

authorized persons execute a task authorization for this scope of services and transmit via email

executed task authorization.
