TITLE
Lift Station 7W Improvements
SUMMARY
Lift station 7W (LS 7W). LS 7W is a master lift station that receives direct flow
from 4 lift stations and is downstream of 6 additional lift stations. The flow
from this lift station is pumped directly to the West Water Reclamation
Facility.
This lift station was identified as a critical lift station in the 2022 Wastewater
and Reclaimed Water Master Plan and included in the 2022 Capital
Improvement Plan project list, design in 2022 and construction in 2023. The
existing lift station is a triplex, buried-can style lift station that was installed in
1995.
There have been a few modifications since its installation which has allowed
the lift station to continue to operate for 27 years. The existing on-site
generator was repurposed and is capable of providing secondary power to
the lift station and Water Treatment Plant#3. This generator is outdated and
parts to maintain the equipment are not readily available. The current pumps
installed are 20 horsepower pumps, Fairbanks and Flygt are the
manufacturers. The improvement will include, but are not limited to, the
following items:
Removing or abandoning the existing wet well
Remove existing generator and consideration for installing the new
generator inside the building
• Designing a new lift station: wet well and valve vault to meet current
resiliency standards
• Reconfigure existing gravity system, remove vitrified clay pipe (VCP) and cast
iron (CI) to be replaced with PVC pipe
New generator with diesel storage
New pumps, floats, control panels and variable frequency drive (VFDs)
This agenda item would approve Kimley-Horn to redesign lift-station 7W with

a fee not to exceed $165,300.
RECOMMENDATION
Staff requests that the City Commission approve the construction services for
lift station 7 improvements/redesign and enter into a contract with Kimley-
Horn in the amount of$165,300 and for authorization for the City Manager
and City Attorney to prepare and execute any and all applicable contract
documents consistent with this Agenda item.

Re: Lift Station 7W Improvements
Kimley-Horn and Associates, Inc. ("Kimley-Horn" or "Consultant") is pleased to submit this
letter scope (the "Scope") to the City of Winter Springs, FL ("City") for providing Lift Station
7W Improvements. This Scope is for a work release authorization under RFP #01-21 Civil
Engineering Continuing Service Contract.
Project Understanding
The CITY has requested design improvements for lift station 7W(LS 7W). LS 7W is a master
lift station that receives direct flow from 4 lift stations and is downstream of 6 additional lift
stations. The flow from this lift station is pumped directly to the West Water Reclamation
Facility. The Pump Station Assessment completed by Veolia in 2019 stated the condition of
this lift station as "needs maintenance." This lift station was identified as a critical lift station
in the 2022 Wastewater and Reclaimed Water Master Plan and included in the 2022 Capital
Improvement Plan project list, design in 2022 and construction in 2023.

Kimley-Horn respectfully requests approval from the CITY to provide these general
engineering services as requested by the CITY's staff and has prepared the following specific
scope of services to be provided as requested.
Specific Scope of Basic Services
Task 1 —Design Services
A. Kimley-Horn will attend a kick-off meeting with the City to review the project scope and
discuss project elements to be included within the design plans.
B. Kimley-Horn will use the buildout wastewater demands, established in the wastewater
model and master plan, to prepare lift station design calculations to evaluate the ability
of the lift station wet well to provide adequate volume.
C. Kimley-Horn will prepare conceptual plans (30% design). Kimley-Horn will lead 30%
design review meeting with City staff to review and receive comments.
D. Kimley-Horn will enlist the services of an electrical engineering subconsultant to
perform the required electrical design for the proposed lift station modifications. This
work will include configuring the primary and secondary power(generator)for the new
pumps and VFDs, lighting, and lightning protection.
E. Kimley-Horn will coordinate the needed survey with the surveyor, ECHO UES, Inc., to
provide a topographical survey of the existing parcel, existing lift station site and
Subsurface Utilities Engineering (SUE) to locate and identify existing piping, conduit
and other utilities under the surface. See attachments for the full surveyor's scope.
F. Kimley-Horn will coordinate the needed geotechnical information with the geotechnical
firm, Terracon, to perform (3) to (5) geotechnical borings, 35 feet deep, at the location
of the proposed new wet well and two other locations. See Attachments for the full
scope.
G. Kimley-Horn will prepare 60% design plans, 60% specifications, and opinion of
probable construction cost (OPCC) for the proposed lift station and electrical
improvements.
H. Kimley-Horn will prepare 90% design plans, 90% specifications, and opinion of
probable construction cost (OPCC) for the proposed lift station and electrical
improvements.
I. Kimley-Horn will prepare 100% design plans, 100% specifications, and opinion of
probable construction cost (OPCC) for the proposed lift station and electrical
improvements.
J. Kimley-Horn will prepare one (1) set of Construction Documents (CDs) which will
include:

• Site Plan
• Paving, Grading and Drainage Plan
• Utility Plans
• Mechanical Plans
• Structural Plans

• Electrical Plans provided by subconsultant
• Civil Details and Construction Specifications
Task 2: Permitting Services
A. Kimley-Horn will prepare an FDEP Notification/Application for Construction of A
Domestic Wastewater Collection /Transmission System (62-604.300(8)(a)) submittal.
The scope consists of preparation of one permit application and supporting documents
and response to a maximum of two reasonable requests for additional information. All
permit application fees will be paid by the City.
B. Prepare and submit 100% drawings and specifications to the City's Building
Department for preliminary review and comment. One (1) meeting with Building
Department staff will be included to review comments. It is anticipated that the
successful contractor will submit the formal permit application and permit fees to the
City's Building Department after contract award. Permit fees not included in the design
fee and shall be paid by the City, if applicable.
C. Kimley-Horn will prepare a St. Johns River Water Management District (SJRWMD)
ERP permit and National Pollutant Discharge Elimination System (NPDES) Permit
application. The scope consists of preparation of two permit applications for the
respective agencies and supporting documents with each application. Responses to
a maximum of two reasonable requests for additional information are included with
each application. All permit application fees will be paid by the City. These permits are
anticipated due to the nearby drainage easements, creek, and flood plain.
Task 3: Bidding and Award Services
Upon authorization to proceed with the bidding and award phase of the project, Kimley-Horn
will complete the following tasks for the bid phase:
A. Provide one (1) hard copy of the Contract Documents (engineering design drawings
and specifications) and any addenda, which may be issued to bidders. Also, one (1)
digital copy will be provided which will include the following electronic documents:
• Drawings and Specifications in PDF format

• Drawings in AutoCAD format
• Specifications in MS Word format
• Signed & Sealed drawings in PDF format
• Estimated Opinion of Probable Construction Cost in PDF format
B. Attend and lead a pre-bid conference.
C. Provide written response to questions from bidders, prepare and issue addenda to
City staff as required to interpret, clarify, or expand the Bidding Documents.
D. Assist the City in evaluating bids and provide a recommendation for the award of the
construction contract.
Schedule
Kimley-Horn will begin services upon receipt of an executed Task Order. This authorization
can be in the form of an email from the City Manager or issuance of a Purchase Order from
the City. The above services will be provided as expeditiously as practicable to meet a
mutually agreed upon schedule.

Method of Compensation
Kimley-Horn will complete the above scope of services on a lump sum fee of $165,300.00
inclusive of office overhead expenses. A breakdown of the fee by task is as follows:

Services provided under this authorization will be invoiced on a monthly basis. All invoices
will include a description of services provided.
In an effort to expedite invoices and reduce paper waste, Kimley-Horn submits invoices via
email in an Adobe PDF format. We can also provide a paper copy via regular mail if

Additional Services
Services requested that are not specifically included in the general range of the services listed
above can be provided under an amendment to this authorization or under a new and separate
agreement. The following services may be made available for the City as additional services
upon request:
• Bypass pumping design for the installation of new manholes, wet well, or unforeseen
modifications to the lift station.
• Retaining wall design or structural analysis
• Construction Phase Services
• Dewatering Plan
• Landscaping plans
• Additional survey, geotechnical investigation, beyond those items mentioned in the
scope above or the attachments to this scope.
If you concur in all the foregoing and wish to direct us to proceed with the services, please
have authorized persons execute a task authorization for this scope of services and transmit

received a fully-executed task authorization.
